Technical Assistance for Istanbul SUMP Stage II: Implementation Plan

lstanbul SUMP Stage II is intended to conduct analysis of the current mobility and transport situation, develop an activity-based transport model, elaborate policies, actions to be implemented and prepare a project pipeline for SUMP concerning mainly but not exclusively transport systems in accordance with the lstanbul SUMP Stage I, which has been developed taking into consideration following principles: Sustainable mobility – providing more accessibility with sustainable transport modes; Integration of all transport modes — making use of multi-modal transportation solutions; Promoting non-motorized transport – walking and cycling; Securing cooperation between institutional units and providing capacity building where needed; Involving citizens and stakeholders and underrepresented groups; Defining long-term vision and clear SUMP implementation plan through core projects; Monitoring and evaluation that secures efficient implementation and makes the project implementation safe.

A. Main Activities

  • Supporting the Project Manager in supervising the TAT
  • Supporting the Key Experts and other experts in carrying out project activities
  • Monitoring and coordinating all team members to keep workflow on track and following up the tasks and deadlines of team members
  • Supporting the Key Experts in overseeing approval and progress workflows and supervising external partners (sub-contractors) to ensure alignment with the project’s objectives and timeline
  • Supporting the Key Experts in reviewing pilot project deliveries by outsourced companies and supervising their compliance with the project’s practical, budgetary, legislative, and technical requirements
  • Assist in managing project resources, guaranteeing quality assurance, and supporting TAT in meeting all the technical and administrative obligations towards the Contracting Authority
  • Supporting the coordination of project activities and events with Office Manager/Finance Assistant.
  • Supporting carrying out specific research, design and planning tasks which are required for the implementation of the project,
  • Carrying out specific tasks in connection with knowledge management for the project,
  • Supporting the project team in coordinating and completing in-house production and delivery of project outputs

B. Required qualifications, competencies and experience 

Education/Qualifications

  • University degree in business administration or other relevant field e.g. in Urban Planning, Urban Design, Architecture.
  • MSc degree in a relevant field is desirable.

Professional experience

  • At least 2 years’ professional experience in a comparable position
  • 2 years professional experience with international (EU, US, etc.) and public projects will be an asset.

Other knowledge, additional competencies

  • Good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
  • Good management, time management, and organisational skills
  • Ability to work proactively and independently
  • Ability to work to tight deadlines
  • Native in Turkish, fluent in English and demonstrated competency in written English and knowledge of German language is an asset
  • Proficiency in design and visualization software such as AutoCAD, ArcGIS and Adobe Photoshop will be an asset
