Title: Finance Specialist, GIZ Office Ankara

Duty Station: Ankara

Duration: 1 year with the possibility of extension

A. Main Activities

1. Payments

  • acts as the primary point of contact for bank payments in the absence of the responsible person
  • verifies the correctness of payment details, including bank information and amounts
  • ensures timely and accurate processing of payment transactions
  • monitors payment schedules to avoid late payments and potential penalties
  • implements and maintains a secure and organized filing system for payment-related documentation
  • prepares the payment/settlement vouchers
  • maintains related IT systems and/or Excel lists

2. Invoice check

  • checks incoming invoices and expenses regarding the business trips of GIZ staff and externals for formal, factual, price and tax correctness ensuring compliance with the contract and GIZ regulations
  • clarifies and resolves discrepancies as needed
  • process the invoices and business trip expenses in a timely manner
  • monitors the document flow
  • regularly monitors real accounts (liabilities, receivables) for business trips and reports regularly to the projects and the management
  • ensures correct allocation to cost units and categories, and corrects these where necessary
  • support the copying, distribution, filing and archiving process

3. Compliance

  • stays informed about financial regulations and ensures compliance
  • checks the vouchers and receipts submitted by the projects/programmes for completeness and ensures that proper approval processes are followed before invoice processing.
  • advises on financial aspects of projects

4. General services for GIZ-assisted projects/programmes 

  • supports the projects in financial matters for billing and invoicing
  • trains office and project staff on financial matters related to billing and invoicing.

5. Other duties

  • reports any issues related to financial administration and compliance promptly
  • is responsible for filing per GIZ rules
  • performs other duties and tasks at the request of management

B. Required qualifications, competencies and experience

Education

University degree in Economics, Accounting, Business Administration or in a similar field.

Professional experience

  • At least 5 years of proven professional experience
  • At least 3 years of hands-on professional experience in a comparable position preferably in a similar organization (UN, EU, international NGOs etc.)

Other Knowledge, additional competencies

  • Native in Turkish, business fluent in English.
  • In-depth knowledge of and hands-on experience with various accounting software (WINPACCS, SAP).
  • Ability to handle data and information confidentially.
  • Advanced working knowledge of Information and Communication Technologies and computer applications (e.g. MS Office).
  • Strong organizational skills and experience in administration
  • Willingness to upskill as required by the tasks to be performed (Corresponding measures are agreed with management)
  • Ability to work under pressure and meet tight deadlines
  • Ability to handle stressful situations appropriately.
