General Description of the Programme:

GOAL an International Humanitarian Organisation has had a presence in Turkey since 2013 and has been contributing to the migrant response since 2016 with a focus on responding to needs in protection and self reliance of vulnerable and marginalised migrants and host community members in southern Turkey.

GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL Syria implements multi-sector programmes in Northwest Syria (NWS) addressing the multiple vulnerabilities that households and communities are facing after a decade of conflict. At the household level, the program design creates links between its multi-donor funded emergency response program to its food security, winterization, and shelter programming, and complements food assistance programming with basic needs assistance via Multi-Purpose Cash Assistance (MPCA). At the community level, GOAL supports bakeries facilitating the provision of affordable bread to large catchment areas in Idleb and North Aleppo. GOAL has a large-scale WASH infrastructure support programme that provides water throughout large areas of Idleb governorate.

GOAL has two projects (ECHO funded LINK and Irish Aid) in Türkiye, LINK program targets refugees from nomadic / semi-nomadic backgrounds and those engaged in seasonal agricultural labour. LINK has been designed to address and mitigate protection concerns of the vulnerable / marginalized refugees through provision of critical information and raising their awareness on their rights, obligations and services available in Türkiye, by sensitization/capacity building (targeting key stakeholders and service providers, etc.) activities, and Case Management (CM) and Individual Protection Assistance (IPA) services to enable highly vulnerable refugees to access to basic, social and protective services available under the provisions of Temporary and International Protection regulations in Türkiye. On the other hand, Irish Aid grant is targeting earthquake survivors and providing humanitarian assistance to affected families.

Position Summary

The position will be based in Gaziantep. Line managed and supervised by the Protection Team Leader, Protection Worker will mainly be responsible to implement Case Management, CFM, Emergency response activities as well as Protection Outreach activities; and contribute to delivery of protection monitoring and sensitization and advocacy and translation activities under GOAL’s ECHO funded LINK program.

Duties, objectives, and competencies

Provide awareness raising activities and support the development of relevant curricula and messaging in coordination with Protection Team Leader and Deputy Program Manager.
Undertake outreach activities and informative sessions on GOAL’s services to target groups and record feedback (comments, suggestions).
Plan and implement child protection and GBV case management activities with following steps: intake and registration, assessment, case planning, implementation, follow up and case closure.
Provision of CM assessment to determine eligibility and plan the needed assistance; and service delivery, including accompaniment, information counselling, in kind aid delivery, etc. following a thorough protection risk analysis and case planning to beneficiaries on daily basis at the field and GOAL’ s social support centres.
Work with the GOAL Protection Team and other relevant stakeholders to identify and register individual cases eligible for protection case management in the field.
Ensure to record registered cases in the database on time and as required with quality by following up on referral cases and keep record on outcomes, update the information as necessary and ensure that progress is updated in the database consistently and completely.
Work closely with community access staff, statutory social services officer, psychologist and protection legal counsellors for appropriate actions for the clients when and as needed.
Undertake appropriate follow up with the cases who have been referred to external service providers and those provided with case management by GOAL to ensure that their needs are met, planned protection outcomes are reached; and satisfaction levels are appropriate.
Accompany beneficiaries as needed and support them to access to the needed essential services.
Provide awareness raising/community mobilisation/behaviour change activities both in GOAL’s Social Support Centre and in the field, in beneficiaries’ houses (upon permission and consent) and support the development of relevant curricular and messaging in coordination with Deputy Program Manager and Protection and Inclusion Program Coordinator.
Undertake outreach activities and information sessions on various subjects, including protection risks and access to services and social assistance to target groups and record feedback (comments, suggestions).
Encourage and facilitate participation of beneficiaries in the planning, delivery, and evaluation of activities and services provided.
Advise and assist beneficiaries about GOAL services and schedules upon completion of relevant forms/needs assessment.
Maintain professional links to all other agencies engaged in IPA and Case Management work within respective program locations and represent the GOAL protection team when requested by Deputy Program Manager and Protection and Inclusion Program Coordinator.
Ensure that protection activities are compliant with GOAL accountability principles and general protection and case management principles.
Ensure that all data for CM and information sessions is thoroughly documented and stored with due consideration of confidentiality and data protection principles.
Ensure respective Means of Verification (MoVs) and hard copy files as to program activities (CM, Protection Outreach, Awareness Raising, etc) are issued / collected, filed, and stored at a timely fashion and as requested as per program’s MEAL Plan.
Work with MEAL colleagues to ensure that appropriate monitoring and evaluation activities are undertaken to a high standard.
Coordinate with Social Services Officer and Assistant to enhance service mapping and ensure referral mechanisms are functional.
Evaluate CM and Protection Outreach activities and propose new activities according to identified needs in the community to improve the quality of assessment and activities.
Report to Protection Team Leader at requested frequency; and prepare ad hoc reports as requested.
Ensure impartiality, and confidentiality of beneficiaries, at all times.
Ensure adherence to internationally recognized protection principles, standards, and relevant international and local regulations.
Ensure adherence with GOAL’s code of conducts and other internal policies i.e., on confidentiality, safeguarding, equality, diversity, and inclusion including the GOAL’s commitments to the protection from sexual exploitation and abuse (PSEA).
Work with supervisors and peers in harmony to achieve LINK workplans, objectives and targets.
Participate in one-to-one performance development reviews/appraisals and contribute to the identification of own development needs.
Ensure full compliance with the GOAL’s health and safety policy and all locally agreed safe methods of work.
Contribute to sensitization and advocacy activities, particularly with the organisation of advocacy meetings and gathering of self-advocacy committees and implementation of associated activities.
Contribute to protection monitoring activities, particularly with data collection activities.
Any other duties related to the nature of the job as directed by the supervisor, including in person and in written translation.

Requirements (essential)

Turkish Citizenship
University degree in related field (e.g., social work, sociology, international relations, law, psychology, and other relevant disciplines). And/or;
Minimum three years’ work experience in I/NGOs (in paid or voluntary capacity) preferably in Southeast of Turkey.
Work experience with nomadic / semi-nomadic refugees and/or those engaged in seasonal agricultural labor is a strong asset.
Strong communication skills, Turkish and Arabic. Written skills in Arabic and communication skills in English are strong assets.
Experience in delivery of case management and individual protection assistance modalities at field level.
Experience of delivering community-based protection activities at field level.
Experience in delivery of awareness raising and protection outreach activities.
Experience in teamwork with people of diverse backgrounds.
Understanding of rights and protection issues of refugees, particularly children and women.
Proven planning, communication, interpersonal, and representation skills.
Strong writing and documentation skills.
Flexibility, proactivity, enthusiasm, and willingness to learn from others.
Good level of knowledge and practice with Word, Excel, Outlook, etc. required.
