Title: Procurement and Contracting Specialist for GIZ Office Ankara

Duration: 1 year with the possibility of extension

Location: Ankara or Gaziantep

 

A.    Main Activities

 

Financing:

  • Assesses budget and proposal submissions for financing contracts to ensure alignment with project objectives, conducts quality check for the commercial eligibility checks and relevant supporting documentation
  • Drafts the various types of financing agreements as per GIZ regulation
  • Enters and maintains data relevant for contracts in CoSoft, DMS
  • Arranges to sign up the contract and the contract-related documents
  • Due filling and documenting the process, B-folder (electronic and paper)
  • Updates the contract evaluation record regularly
  • Advises projects on the valid procedures
  • Informs GIZ staff in the country in question about contracts and procurements, documents and files properly completed order
  • Contributes to the internal working groups within the GIZ TR portfolio and with HQ
  • Performs other duties and tasks at the request of management

 

Other Procurement (goods & services):

  • Assesses the submitted proposals based on the established criteria and required product specifications and negotiating agreements
  • The Procurement and Contracting Officer procures materials and equipment locally, monitors markets, issues invitations to tender, and processes orders in accordance with GIZ regulations
  • Monitors supplier performance, following up orders, inspecting and assessing the quality of the supplied goods and services, and solving problems together with suppliers
  • Enters and maintains data relevant for procurement and tenders in ProSoft, SRM ▪ arrange to collect the offers from the supplier to perform formal bidding procedure for the procurement of materials & equipment
  • Maintains, carries out, and is responsible for local procurement (negotiates costs, orders stationary, inspects delivery, etc), including quotation procedures, according to GIZ guidelines
  • Keeps the supplier database updated and always looks for alternative supplier
  • Files the document with the complete transaction, E-folder (electronic and paper)

 

B.    Required qualifications, competencies, and experience

  • BA in business administration, recognized commercial diploma in business administration
  • At least 5 years of professional experience in financing contracts/procurement
  • Very good working knowledge of ITC technologies and computer applications (MS Office, SAP, etc.)
  • Fluent in Turkish and English, knowledge of German as an asset
  • Willingness to upskill as required by the tasks to be performed
  • Experience in the Turkish market, especially with NGOs
  • Experience in procurement local law is an asset
  • Knowledge of Turkish Tax law is an asset
