The Community-Based Local Initiatives Project (CLIP 2), co-funded by the European Union Humanitarian Aid (ECHO) and the German Federal Ministry for Economic Cooperation and Development (BMZ), is a response to the complex challenges faced by refugees and vulnerable host communities in Türkiye implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ). With Türkiye hosting the world’s largest refugee population, the need for comprehensive support services has never been more critical, especially in the wake of the Covid-19 pandemic and the devastating twin earthquakes in 2023. CLIP 2 aims to empower community-based local initiatives, particularly in underserved regions, to provide tailored services to these groups. The project focuses on four key action fields: enhancing protection and specialized support, increasing access to non-formal education, promoting social cohesion and intercultural understanding, and strengthening the capacities of local actors.
A. Main Tasks and Responsibilities:
- Manages all contractual and financial aspects of Local Subsidies and Grant Agreements, and ensures that the administration of these financing agreements functions well in accordance with GIZ’s rules and regulations.
- Supervises project partners (NGOs and others) in complying with GIZ procedures, clarifying queries on financial reports, financial planning, and monitoring of funds, as well as accounting of granted projects.
- Conducts commercial and legal eligibility checks for recipients and follows up on audits related to Grant Agreements.
- Organizes, designs, and conducts trainings on financial aspects of Financing Agreements for project staff and NGO staff.
- Provides tailor-made advisory sessions and on-site visits to partner organisations to improve financial capacities of NGOs.
- Advises and supports the project team in tendering processes and the management of service contracts.
- Concludes service contracts with local and international consultants, consulting companies and event management agencies.
- Manages the financial planning, monitoring, and accounting of contracts and other expenditures of the project under the supervision of the Senior Finance Manager.
- Effectively contributes to the management of the project finance and bookkeeping procedures in accordance with GIZ standard procedures and tools.
- Supports the successful implementation of internal and external audits of the project.
- Where appropriate and reasonable, the position holder is willing to perform tasks outside the scope of the job description.
B. Required qualifications, competences and experience:
Education/Qualifications
- Bachelor’s or Master’s Degree in business administration, finance, accounting or equivalent.
Professional experience
- At least 6 years of professional experience in a comparable position.
- Excellent knowledge of funding, contracting, finance, accounting and procurement procedures.
- Well experienced in preparing financial reports and supporting documents towards international donors.
- Experience with international donors, in particular the European Union and related agencies.
- Knowledge of GIZ methods or implementation of ECHO funding is desirable.
- Documented training or many years of work experience as a financial expert, working in or with NGOs is an asset.
Other knowledge, additional competences
- Advanced working knowledge of ICT and analytical tools is required.
- Able to communicate effectively in English and Turkish, knowledge of Arabic is an asset.
- Outstanding verbal and very good written communication skills.
- Prepared to travel extensively all over Türkiye
