Background Information:
The Multi-Donor Action “Participatory, Inclusive and Green Recovery for Local Public Services in the Earthquake-Affected Region” is jointly co-financed by the European Union and the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by GIZ as part of the BMZ project “Turkish-German Exchange on the integration of Syrian refugees into host communities”. The overall objective of the Action is to contribute to Türkiye’s earthquake recovery by supporting local public service delivery in an inclusive and sustainable way. The action aims to support Türkiye in pursuing efficient service delivery practices across public administration at provincial and local level that directly impact the recovery efforts on the ground thus ultimately speeding socio-economic development as well as green and sustainable growth.
A. Main Responsibilities
The Civic Participation Advisor is responsible to support proper project implementation in line with the requirements from commissioning party, partners, and stakeholders. H/she will support the establishment and maintenance of a coordination/consultation mechanism between selected local authorities as project beneficiaries and local civil society organisations (CSOs) that engage in earthquake recovery activities, to ensure their participation in local level planning processes. Thus, an improved service delivery through an inclusive green approach and to the benefit of specific vulnerable groups of the society shall be promoted and innovative approaches and initiatives by civil society organisations shall be rewarded. Cooperation between local authorities, civil society and the private sector shall be encouraged. The Civic Participation Advisor will – in close cooperation with the Grant Specialist – support the preparation and set-up of two Grant Schemes (i) for improved public service delivery and ii) for business recovery, SME development and job promotion) that will provide financial incentives to local authorities and civil society organizations, specifically geared to add value to CSOs’ efforts in post-earthquake recovery. It shall be ensured that vulnerable groups with special needs such as women, people with disabilities, refugees particularly benefit from improved service provision by local authorities and income-generating measures. Public awareness campaigns shall be conducted to inform and train potential applicants. The Civic Participation Advisor will cooperate closely with short term experts and other projects engaging in post-earthquake recovery measures. Regular field visits will be conducted. The position includes the following tasks:
- Supporting the set-up of and maintenance of a consultation mechanism and platform between local authorities and civil society organizations for local green recovery
- Initiating participation of civil society organizations in local level planning processes for a green and inclusive post-earthquake socio-economic recovery
- Promoting business recovery and job creation measures by supporting the preparation, implementation, and evaluation of two Grant Schemes fostering cooperation between local authorities and civil society organization, with particular focus on the needs of vulnerable groups such as women, people with disabilities, refugees
- Conducting public awareness campaigns for applicants to Grant Schemes
- Coordinating, advising, and supporting short term consultants
B. Required qualifications, competencies, and experience
Education
- University degree (Bachelor or Master) in social, political, economic or legal sciences
Professional Experience
- At least 5 years of professional experience in participatory processes, preferably with civil society in local development processes;
- At least 5 years of professional experience in multi-stakeholder coordination and/or dialogue facilitation, preferably in international cooperation;
- Excellent knowledge of the civil society landscape in Türkiye, of key actors, its representative structures, legal situation and mandate;
- Professional experience in cooperation with the private sector and business support organizations (BSOs) for green recovery and job creation,
- Professional experience in supporting the access of vulnerable groups to the labour market
- Knowledge of or experience with green transformation processes, low-carbon development in local development and planning;
- Experience in international cooperation, specifically with the EU

- Excellent communication and negotiation and diplomatic skills
- Convincing personality and ability to work in a difficult context and with sensitive partners
- Excellent conceptualizing, analytical and thinking skills
- Ability to efficiently use information and communication technologies and office applications
- Autonomous work style, awareness of deadlines, excellent teamwork ability
- Fluency in Turkish (mother tongue) and English. Arabic or German is an asset
