Background Information:

Devastating earthquakes struck southeastern Turkey and northern Syria on 6 February 2023. According to official figures, over 59,000 people died and more than 120,000 were injured in both countries as a result of the earthquakes. The United Nations Office for Humanitarian Affairs (OCHA) estimates that 15.7 million people were directly affected by the earthquakes.

The objective of the BMZ-funded project is to restore inclusive access to basic services and infrastructure at the community level in response to the devastating earthquakes. At the same time, it improves preparedness for future natural disasters, such as earthquakes, floods, and droughts. The regional project will be implemented by a project team in Gaziantep, Türkiye, and Beirut, Lebanon. As part of the management team, you will be responsible for the technical, content-related, commercial, and organizational implementation of the activities, including budget planning, expenditure monitoring, technical management, operational planning, and implementation of the Türkiye component. The activities mentioned below will be carried out from Gaziantep.

A. Main Responsibilities

  • You will manage the national employees of the Türkiye component which is based in Gaziantep in accordance with the company’s understanding of leadership and ensure an appreciative management culture.
  • In close consultation with the person responsible for the commission, you will select the implementing partners for the component and prepare the coordination with the German Federal Ministry for Economic Cooperation and Development (BMZ).
  • You coordinate the advisory and support services of the component, the monitoring of impacts, indicators, and activities.
  • You will be responsible for the technical support of the component, including tenders for financing and consulting contracts for the component.
  • You keep a close eye on the political and implementation risks and react with appropriate risk-mitigating measures.

B. Required qualifications, competencies, and experience

Education

  • Completed university studies; master’s degree

Professional Experience

  • Extensive knowledge and practical experience with the commissioning and financial management of BMZ-funded projects
  • More than 5 years of professional experience in development cooperation, especially in the context of crisis management and/or emergency and transitional aid, including the promotion of resilience, health care provision, MHPSS, small-scale projects in civil society promotion
  • Proven professional experience in the implementation of projects in volatile contexts
  • In-depth experience in working with authorities at ministerial and municipal level in Türkiye, civil society organisations as well as UN institutions
  • More than 5 years of experience in managing teams and leading employees
  • Very good knowledge of the regional context

Other Knowledge and Additional Competencies

  • Strong management and organizational skills, political sensitivity, and networking skills
  • Commitment, team spirit, reliability, diplomatic skills, gender competence, and intercultural understanding
  • Ability to think and act strategically and analytically, as well as quick comprehension and an eye for the essentials
  • Professional fluency in Turkish and English; good knowledge of German; knowledge of Arabic is an advantage
