Project: Turkish German Cooperation for integrated Climate and Biodiversity Action – Interface Project
Türkiye is committed to reduce its Green House Gas (GHG) emissions and protect its biodiversity and ecosystems. The objective of the project is to assist the Turkish government in effectively achieving this target in line with the country’s national and international relevant legal and strategic frameworks, such as the National Climate Change Action Plan (NCCAP), Nationally Determined Contributions (NDC), draft Climate Law, National Biodiversity Strategy and Action Plan (NBSAP). The project adopts an integrated approach by providing technical support to relevant ministries as well as other stakeholders at local and regional level. Further it aims at fostering coordination and knowledge exchange between government actors in Türkiye and Germany and Projects of the German International Climate Initiative (IKI) in Türkiye and strengthen the visibility. The Project provides a policy dialogue platform for German and Turkish government actors in the field of Climate and Biodiversity Protection.
A. Main Activities
1. Implementation of project`s output III: Enhanced Biodiversity Actions aligned with NBAP and KMGBF
- support the Ministry of Agriculture and Forestry and other relevant institutions in their biodiversity conservation efforts in line with the National Biodiversity Action Plan (NBAP) and Kunming Montreal Global Biodiversity Fund (KMGBF)as well as Bern Convention and the EU Habitats Directive
- capacity development for systematic conservation planning.
- Support pilot projects for NBAP implementation at local level
- establishing a M&E system with baseline data, milestones and indicators
- monitoring and reporting overall output progress and activities, reviewing reports and documents on progress, identifying bottlenecks and recommending alternative management options in close consultation with the partner institutions
- managing the contracting process for external consultants, including the formulation of terms of reference as well as the selection, supervision and evaluation of the consultants while ensuring compliance with GIZ rules and procedures
- coordinating the capacity development measures for the Ministry and other partner institutions
2. Communication and Networking
- exploring and evaluating latest policy developments in the area of biodiversity action in Türkiye
- preparation of (short) articles, chats and information bits for different stakeholder groups
- feeding social media channels with relevant messages
- ensures cooperation, regular contact and dialogue with partners and stakeholders
- preparing publications (in Turkish, English and German), such as leaflets, fact sheets, newsletter articles and updates to the websites
- overall organization of workshops and other events
3. Portfolio development Biodiversity
- supporting the programme management with adjusting and steering the overall strategic orientation of all operations
- exploring opportunities to expand the Biodiversity portfolio with national and international partners.
- identifying new relevant technical and policy topics for potential project interventions
- advising partner institutions in identifying needs for external support and advice, developing concepts and strategies, and planning project activities
4. Administering contracts with consulting firms and appraisers
- Monitoring deliverables, timesheets, invoices, and payments
- Preparing all relevant documents for accounting
- Following up on payment procedures in cooperation with the finance department in the Turkey country office
5. Other duties/additional tasks
performs other duties and tasks at the request of the AV
B. Required qualifications, competencies and experience
Education/Qualifications
University degree (preferably MSc) in the field of Climate Policy, Natural Resource Management, Biodiversity, Environmental Engineering or a related field.
Professional experience
- At least 5 years of professional experience in the field of environmental protection, biodiversity, natural resource management
- Experienced collaboration with governmental, private business, and civil society actors
- Project Management
- Writing project proposals and reports
Other knowledge, additional competencies
- High level of digital literacy
- Experience with the professional use of social media platforms (e.g. X, LinkedIn)
- Fluency in written and oral English and Turkish language is a must. A working knowledge of German is a strong asset.
