Title: Security Risk Management Advisor

Duration: 1 year with the possibility of extension

Location: İstanbul

A. Main Activities

  • Achieve risk mitigation for national and international staff and assets of GIZ-Turkey in the area of responsibilities (AoR) as assigned by RMO
  • Ensure dissemination and implementation of Risk Management Office policies/procedures to all project staff in AoR
  • Information management: collecting, collating and timely sharing of security-related information and recommendations with RMO
  • Incident reporting, mapping, and analysis for AoR and recommendations
  • Develop and update security and crisis management plans for AoR conducting a security risk assessment of Areas of Operation (AoO)
  • Provide immediate incident response in AoR
  • Act as member of the AoO crisis management team
  • Provide input to RMO for weekly, quarterly, and any other security reports
  • Liaise and establish good relationships with national law enforcement, military and civil intelligence authorities, counterparts in the Diplomatic
  • Missions, and municipal/civic/traditional leaders in AoR concerning security issues
  • Conduct site assessments for offices, residences, and venues
  • Support projects/programmes in developing and updating location-specific SOPs and protocols
  • Conduct security briefings for staff visiting AoR
  • Advise project/programme staff on security issues in consultation with RMO/AV
  • Advise on request for on travel clearances and related recommendations accordingly
  • Organize security training for personnel in consultation with the Head of RMO
  • Accompany field missions if needed
  • Monitor security guards deployed in AoR
  • Evaluate the Security Company as per the matrix provided by RMO
  • Capacity building and briefing of designated security focal points (SFPs) and facilitate security round table meetings with the SFPs of the offices and compile reports requested by the RMO
  • Support the projects/programmes in the implementation of generic country-wide SOPs.,

B. Required qualifications, competencies, and experience

  • Bachelor’s degree in a related subject or equivalent professional experience
  • Minimum 5 years of professional experience in a related discipline
  • Demonstrated capabilities in planning, assessment, analysis, and executing site security-related operations
  • Knowledge and understanding of the development/humanitarian work and international organisations
  • Security-related training courses are an added advantage
  • Advanced IT skills (Microsoft Office)
  • Language skills (good spoken and written English, Turkish, and preferably regional)
  • Excellent report writing skills
  • Culturally sensitive and inclusive approach
  • Ability to work in a cross-cultural and international environment and across teams diplomatically
  • Good negotiation and communication skills
  • Ability to prioritise work
  • Good decision-maker and team player
  • Ability to act with discretion and dedication
  • Flexible and able to meet deadlines
