Title: Programme Operations Manager (Component Manager)

Period of Assignment: 1 year, with the possibility of extension

Location: Ankara

Project: Community-based Local Initiatives Project (CLIP 2)

A.     Main Tasks and Responsibilities:

  • Overseeing and coordinating the operations and implementation processes CLIP2 partner network in accordance with the project description, its goals and activities agreed upon between the commissioner, the partners, the team and the supervisor,
  • Coordinating the technical support to implementing partners in the field of forced migration, protection, humanitarian-development-peace nexus, partnerships between civil society and public authorities, based on the inputs from the relevant stakeholders,
  • Quality assurance and supervision of the core processes of CLIP2, including grant management and technical assistance,
  • Cooperating with stakeholders; innovation, knowledge management and communication to a broad target group including reporting about the progress of CLIP2,
  • Supporting all relevant units in GIZ with information on the operations and updates of implementing partners, donors and other stakeholders,
  • Integrating results and experience of the implementation to the overall CLIP2 project and the work of all relevant units, including guidance to the Monitoring and Evaluation Unit in line with the requirements of the programme and donor compliance, together with a prospective vision,
  • Closely coordinating with relevant project units (management, M&E, finance, capacity development, communication & visibility) to ensure that operational aspects are mainstreamed in team priorities,
  • Collecting, coordinating and updating data and data collection methods for optimum donor reporting and ensuring that technical components and narrative accurately reflect the implementation in terms of approaches, performance, challenges and lessons learned,
  • Disciplinary and technical management of the Operations Team composed of five specialists (including development, people planning and performance),
  • Closely coordinating with the management team ensuring regular information flows,
  • Advising and supporting in setting strategy and ensuring operational quality and compliance,
  • Perform additional tasks required by the management.

B.     Required qualifications, competences and experience:

  • MSc/MA or PhD in an area that is related to the project objectives, with a focus on the context of forced migration or humanitarian-development-peace nexus,
  • 5 to 7 years of professional experience, with at least 3 years of professional experience in a comparable position, including disciplinary responsibilities for staff,
  • Excellent knowledge in the field of forced migration, protection, HDP Nexus, localization, and partnerships between civil society and public authorities,
  • Experience in developing high-quality proposals to institutional donors (especially to ECHO, with experience in working with the APPEL system),  implementing and managing EU funds, preferably in managing complex awards (including a multi-donor Action and a consortium of NGOs),
  • Ability to maintain a network and appropriately represent the organization,
  • Excellent communication skills (both verbal and written), and excellent command of the Turkish and English languages (working knowledge of German is desired),
  • Excellent command of MS Office Programs (Word, Excel, Outlook – PowerBI is desired)
  • Result-driven, proactive, and pragmatic attitude,
  • Effectively and constructively conveying information, demonstrates effective listening skills, and expresses thoughts and facts.
