Germany and Türkiye are committed to the Paris Agreement and recognise the importance of change at all levels: individual, institutional, and systemic. Civil society, especially academia, think tanks, and NGOs, play a crucial role in addressing climate change, bridging differences between stakeholders, raising awareness, and advocating for a change towards a more ambitious climate policy.

The project aims to address climate change mitigation and adaptation efforts and policy influence by strengthening domestically and bilaterally civil society’s networks and by engaging change-makers for climate action in Germany and Türkiye. The project will involve diverse actors from academia, think tanks, media, cities, unions, local business associations and civil society organisation (CSO) and foster knowledge-exchange at subnational levels.

A.    Main Tasks and Responsibilities:

  • Setting up and developing civil society networks and partnerships
  • Conceptualize and implement activities related to “Strengthening Civil Society for Climate Change Action” in collaboration with project partners and in consultation with GIZ program managers
  • Identify, implement and supervise measures that aim to strengthen the capacities of civil society (especially academia, think tanks, and NGOs), as well as other stakeholders, to address climate change mitigation and adaptation efforts, bridge differences between stakeholders, raise awareness, engage change-makers for climate action in Germany and Türkiye
  • Engage and work with diverse actors from academia, think tanks, media, cities, unions, local business associations and civil society organisations (CSOs) and foster knowledge-exchange at subnational levels between Germany and Türkiye, with the aim to strengthen domestically and bilaterally civil society’s networks
  • Operationalise a “Climate Leadership and Exchange Programme” in both, digital and face-to-face settings, with the necessary (international and local) technical expertise/ trainers and supporting the curriculum design with a particular focus on Just Energy Transition and how to mitigate negative socio-economic effects for stakeholders
  • Facilitate development of joint Germany-Türkiye research and communication/dissemination projects in the climate scene, via managing the process of “Call for Proposals”, with the focus on raising and accelerating climate change action ambition by informing the debate around the updated Nationally Determined Contributions (NDC) including Türkiye and Germany adaptation priorities.
  • Identify gaps and adapt appropriate initiatives to improve capacities of the civil society for climate action
  • Develop terms of reference for the various services and technical expertise and manage the smooth running of financing contracts/service contracts at the technical level in accordance with GIZ procedures
  • Monitor and evaluate project activities: draft of an annual/ bi-annual report on the activities of the project and the involvement of the partners, strengths and short-comings in implementation and propose corrective measures

B.    Required qualifications, competences and experience:

Education/Qualifications

  • University degree (master) in social, political, economic or legal sciences

Professional experience

  • At least 10 years of professional experience: among others leadership development and change management in the field of climate change;
  • Very good knowledge of domestic and international policies related to climate change mitigation and adaptation, as well as Just Energy Transition
  • In-depth knowledge of the socio-economic context of Türkiye; key actors and themes in politics, climate policy, economic policy and social dialogue in Türkiye.
  • Experience in cooperation with private and public institutions as well as with civil society partners
  • Experience in international cooperation
  • Experience in cooperation with sensitive partners, ability to work in a difficult context

Other knowledge, additional competences

  • Excellent communication and negotiation skills
  • Very good knowledge of Turkish and English
  • Excellent writing, analytical and thinking skills
  • Very good working knowledge of the use of information and communication technologies as well as office applications
  • Autonomous work style, awareness of deadlines, excellent teamwork ability
