General Description of the Programme:

GOAL an International Humanitarian Organisation has had a presence in Turkey since 2013 and has been contributing to the migrant response since 2016 with a focus on responding to needs in protection and self-reliance of vulnerable and marginalised migrants and host community members in southern Turkey.

GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL Syria implements multi-sector programmes in Northwest Syria (NWS) addressing the multiple vulnerabilities that households and communities are facing after a decade of conflict. At the household level, the program design creates links between its multi-donor funded emergency response program to its food security, winterization, and shelter programming, and complements food assistance programming with basic needs assistance via Multi-Purpose Cash Assistance (MPCA). At the community level, GOAL supports bakeries facilitating the provision of affordable bread to large catchment areas in Idleb and North Aleppo. GOAL has a large-scale WASH infrastructure support programme that provides water throughout large areas of Idleb governorate.

GOAL has two projects (ECHO funded LINK and Irish Aid) in Türkiye, LINK program targets refugees from nomadic / semi-nomadic backgrounds and those engaged in seasonal agricultural labour. LINK has been designed to address and mitigate protection concerns of the vulnerable / marginalized refugees through provision of critical information and raising their awareness on their rights, obligations and services available in Türkiye, by sensitization/capacity building (targeting key stakeholders and service providers, etc.) activities, and Case Management (CM) and Individual Protection Assistance (IPA) services to enable highly vulnerable refugees to access to basic, social and protective services available under the provisions of Temporary and International Protection regulations in Türkiye. On the other hand, Irish Aid grant is targeting earthquake survivors and providing humanitarian assistance to affected families.

Job purpose:

Reporting to the Food Security (FS), CVA, Basic Needs (BN) and Market Coordinator, The FS, CVA, BN and Market Manager will primarily be contributing into the program design, responsible for programme implementation and the achievement of project results for GOAL’s FS, CVA & BN distribution and market-based activities. Additional market-based support will be provided to other sectors as requested including but not limited to nutrition, emergency, WASH, Shelter and ERMS (Early Recovery Market Systems).The FS, CVA, BN and Market Manager will be responsible for ensuring all CVA, BN and Market support intervention are implemented in line with GOAL guidelines, Standard Operating Procedures (SOPs) etc. With support from GOAL’s FS, CVA, BN and Market Coordinator; the FS, CVA, BN and Market Manager will deliver evidenced based programming that is informed by food security, Basic Needs and markets assessments, programme data and reports and different Monitoring, Evaluation, Accountability and Learning (MEAL) tools, processes and mechanisms. The FS, CVA, BN and Market Manager will be responsible for the direct management of the Senior FS, CVA, BN and Market Officers, based in Turkey.

Duties, objectives and competencies

Programme Design and Strategy

In coordination with the FS, CVA, BN and Market Coordinator, contribute to identifying research needs and support the design, implementation, and analysis of assessments that significantly contribute to evidence based programming and the identification of new programming opportunities.
In coordination with the programme Coordinator, contribute to the design and implementation of the market activities within the Food Security Sector and other programmes as required including, tracking vendors’ selection and contracting and ensuring high quality market assessments are carried out. Also, the candidate will be responsible for monitoring the performance of shopkeepers.
In coordination with the FS, CVA, BN and Market Coordinator, contribute to the development of a FS, CVA, BN and Market Programme strategy designed specifically for the Syrian context.
Contribute to the development and review of concept notes and proposals for GOAL and partners destined for submission to donors.
Contribute to the development and review of all Guidelines and SOPs pertaining to FS, CVA & BN programming and ensure mechanisms to control the aid diversion.
Track progress against weekly, monthly, and annual plan Identify gaps and systematically develop processes to gather data, analyse options, and propose evidence-based solutions to ensure timely and effective implementation of activities.
Programme Management and Implementation

In coordination with the FS, CVA, BN and Market Coordinator, provide support to the FS, CVA, BN and Market teams in Syria.
Assist the field team in the development and the implementation of Detailed Implementation Plans (DIPs) for all relevant activities and report to FS, CVA, BN and Market Coordinator on the implementation of these plans, factors affecting the implementation, Programme implementation changes on monthly basis.
Communicating with the field team in Syria on a daily basis to confirm the progress of activities as per the DIP and report this along with any challenges faced to the FS, CVA, BN and Market Coordinator
Support the FS, CVA, BN and Market Coordinator with tracking the programme expenses to support budget monitoring and management.
Monitoring the weekly and monthly cashflow levels and ensure they meet short-term operating needs and are in line with the long-term budget management plan.
Monitor with the finance team and report the cash liquidity with money traders and their agents for the regular distributions’ instances and planning.
Arrange for receipts and payment lists of cash from shopkeepers and MTs for internal approvals.
Programme Quality and Compliance

In close coordination with the FS, CVA, BN and Market Coordinator and MEAL departments, contribute into quarterly and annual reviews of learnings gained through programme data, reports and MEAL mechanism.
Contribute to the development of ‘Terms of References’ (TORs) for all Third-Party Monitoring (TPM) Activities and programme evaluations for GOAL’s FS, CVA, BN and Market programming and support the review of all TPM reports and evaluation
Contribute to the development of all monitoring tools, particularly all distribution and post distribution tools.
Ensure all FS, CVA, BN and Market activities are implemented in line with GOAL’s Guidelines and SOPs
Review the DM and PDM reports and flag any concerns to the programme coordinator and extended management.
Assist the FS, CVA, BN and Market Coordinator to ensure the gender, protection and safeguarding are integrated into programme design and implementation. Have a commitment to beneficiary accountability & humanitarian principles and GOAL’s Code of Conduct and Child Protection Policy
Coordination:

Represent and Coordinate GOAL’s activities with humanitarian actors, the food security cluster, the Cash Working Group (CWG) and the relevant Clusters in Turkey on the planned activities and avoid potential overlapping. Responsible to track and maintain records of humanitarian needs in GOAL areas of operation and submitting 4Ws reports.
Liaise with other departments including finance/administration, procurement and human resources departments to ensure adequate support for all project activities.
Ensure information is circulated to the field teams and Partners appropriately.
Support the grant department with input for donor reports and proposals.
Procurement and Supply Chain:

Contribute into the Development and implementation of the procurement plans.
Contribute to quality assurance of all programme items by ensuring all donor and GOAL standard testing is carried out in a timely manner.
Work with the FS, CVA, BN and Market Coordinator to address all programme issues reported at field level and assist in the timely reporting of this to the FS, CVA, BN and Market Coordinator, APD and donors.
Documentation and Reporting:

Review all daily, weekly and monthly reports submitted at field level by GOAL and partners and provide timely feedback on reports and follow up on corrective actions.
Contribute to all donor monthly, quarterly and annual reports before submission to donors and ensure required information is gathered accurately and timely.
Maintain files and archives of FS, CVA, BN and Market program documentation, including catchment population, distribution, contracts, and reconciliation records.
Ensure timely and accurate updates to the MEAL departments on planned and completed activities.
Other tasks

Carry out additional tasks related to the programme assigned by the programme coordinator as required.
Requirements (essential)

Degree level qualification in food security, engineering, science, economics, business management or any other relevant field
At least three years’ experience gained in Basic Needs, CVA, food security, livelihood or market-based programming in the Syrian context.
Has experience in market assessments, analysis and monitoring tools.
Proven experience of working in Northwest Syria context
A demonstrable high level of capacity in project management, budget management, strategy development, and proposal writing and donor’s reporting.
Strong analytical and writing skills.
Fluent written and spoken in English and Arabic language skills
Strong computer skills and data analysis with particular competencies on Microsoft Office applications (including MS Word and Excel).
Requirements (desired)

The ability and willingness to travel to Northern Syria to GOAL area of operation, particularly Idleb and North Aleppo.
Knowledge of  GOAL’s  target  areas  in  Idlib  and  Aleppo  governorates  and  understanding  of  the humanitarian crisis in Syria
