Title: Junior Financial Specialist for USZS Project

A. Main Activities
Financial management
- Support the head of the project, component lead, and the team in handling the project finances and financing agreements, coordinating project procurement and service contracts together with the project finance manager in Erbil, the finance & admin units of the Syria portfolio, the respective country office and related organisational units/departments at headquartersPlanning, monitoring and forecasting of cash/expenditures
- Monitoring of the commission value and commitment authorisation, costs, residual funds, and current contracts
- Commitment management
- Receivables management
- Financial reporting
- Support the technical advisors of the project in financial and commercial tasks during the preparation, implementation and closure of project activities
- Act as the contact person for implementing partners and consultants in financial and commercial matters
- Support in financial kick-off meetings with financing recipients
- Follow-up on financing recipients and their timely settlements and reporting on finances
- Review financial settlements and reports of financing recipients before their submission to the country office or headquarters
- Process payment or refund documents in cooperation with the country office or headquarters
- Monitor national and international service contract payments in cooperation with country office or headquarters
- Prepare and follow-up on spot checks and external audits for financing recipients
- Assist in preparation for internal controls, internal and external audits of the project and monitor the implementation of internal control findings and action taken to address objections raised in audit reports
- Support the development of the project and change offer budgets in cooperation with the project finance manager in Erbil and the head of project
- Support the financial closing of the project
- Contribute to efficient work processes and communication with the finance & admin units of the Syria portfolio, the respective country office, and related organisational units/departments at headquarters
- Work in networks with finance and contract specialists at the local and regional level
B. Required qualifications, competencies, and experience
- Completed university/master’s degree in economics or business administration with a focus on finance
- First professional experience (e.g. internship or student job) in financial management and/or commercial and administrative processing (e.g. budget planning, controlling, monitoring)
- First knowledge of commercial services, administrative and financial processes and procedures in national or international development cooperation organisations (e.g. procurement, contracting, cost tracking, cash management)
- Knowledge of information technology applications SAP, document management system, WINPACCS or similar applications
- Very good knowledge of MS Office applications (Excel, Outlook, Teams)
- Solution-oriented, structured, reliable and thorough way of working, commitment, service orientation and openness to new tasks
- High level of social competence as well as strong team skills in an intercultural team
- Ability to work under pressure and meet tight deadlines
- Very good knowledge in English and Arabic, knowledge of German and/or Turkish is an advantage
