Title: Urban and Regional Development Advisor, Technical Assistance for Earthquake Recovery and Urban Infrastructure Rebuilding Project
Duration: 1 year with the possibility of extension
Location: Ankara
A. Main Activities
1. Specialized Technical Assistance
- Supporting the implementation of the project activities, which aims at providing technical assistance to the earthquake-affected Municipalities of Hatay and Adıyaman.
- Providing technical guidance and advisory services to partners, service providers and beneficiary municipalities to ensure compliance within implementation, budgeting, and M&E
- Building the capacity of local partners through training and other initiatives if needed,
- Providing advisory services to service providers and municipalities on community engagement and knowledge exchange among municipalities for the earthquake recovery and urban infrastructure rebuilding.
2. Technical Duties
- Supporting the planning, cooperation management, steering and implementation, quality assurance and reporting of activities in coordination with internal and external stakeholders,
- Undertaking regular field visits to provide technical guidance and supervision, as well as continuously monitoring the progress of project activities,
- Creating and implementing a project monitoring and evaluation (M&E) system includes collecting, preparing and providing all relevant data and supporting the project’s strategic orientation and operational planning.
- Developing and maintaining an overview of all service contracts, including drafting ToRs and supporting procurement processes.
- Raising compliance issues timely and proactively with project staff and line manager(s),
- Supporting and actively participating in the inter-agency coordination of the project if needed.
3. Responsibilities
Monitoring and Evaluation:
- Drawing up analysis, assisting in drawing up monthly/quarterly reports and supporting preparing the annual statement of accounts and reports.
- Checking the consistency of reported monthly data with the narrative reports,
- Supporting the further development of quality criteria for service delivery and checking compliance during partner visits.
Finance and Administration:
- Monitoring the financial implementation progress in close coordination with the Finance Unit.
- Monitoring payment flows and the administrative work related to financial management
Communication and Visibility:
- Advising service providers, beneficiary municipalities on visibility guidelines.
- Supporting the project’s information, communication by providing progress and impact information.
Reporting
- Staying abreast of and reporting as relevant on legal, political, social and economic developments that have an impact on the project implementation environment,
- Tracking and generating reports on the narrative and financial aspects of partner projects
- Regularly reporting on project oversight, financial management, M&E, HR, communications, outreach, service providers and stakeholder engagement
B. Required qualifications, competencies, and experience
- BA or Post-graduate degree (MA or M.Sc or PhD) in urban planning, engineering, economics, business administration or a related field.
- Excellent professional track record with at least five years of demonstrated professional experience in the field of development cooperation with public and private sectors, with a particular focus on urban planning.
- Experience in technical assistance, capacity development preferably in the area of reconstruction, disaster recovery and urban infrastructure rebuilding, technical working experience with diverse stakeholders (Ministries, Mayors, Municipal Units, Service Providers, NGOs).
- High level of knowledge and familiarity with the technical assistance for earthquake recovery and urban infrastructure rebuilding sector, networks, civic engagement, local and national government agencies, academia, and civil society in Turkey,
- Knowledge of Project Cycle Management, Log Frame Analysis, and program development tools,
- Work experience with relevant UN and/or EU organizations,
- Significant experience managing projects, ensuring tracking of targets and activities, and donor reporting,
- Excellent writing, reporting, documentation, and communication skills in English and Turkish.
