A. Main Tasks and Responsibilities

Project context: EU Carbon Border Adjustment Mechanism (CBAM) puts a price on embedded emissions of certain carbon intensive goods imported into the EU. As a result, products with low embedded emissions will have a comparative advantage. Some CBAM-relevant Brazilian and Turkish companies are heavily reliant on EU-exports. This creates an incentive for them to invest into low-carbon production technologies and for their governments to introduce effective carbon-pricing that can be deducted from CBAM charges. The project strengthens the capacities of the public and private sector by providing know-how on the implementation of Emission Trading Systems (ETS), the decarbonization of industrial production and the provision of financial mechanisms for companies investing in low-carbon technologies. By sharing the knowledge generated through these efforts, the projects turn Türkiye and Brazil into worldwide multiplicators on the interlinked issues of carbon pricing, industrial decarbonization and CBAM-readiness.

  • Engaging and advising the CBAM-affected private sector actors on the Emission Trading System (ETS) and the Carbon Border Adjustment Mechanism (CBAM), from industry representatives and business associations to frontrunner companies and small and medium-sized enterprises
  • Advise on the design and operationalization innovative financing mechanisms for industry, in particular small and medium-sized enterprises (SMEs)
  • Facilitate a Multi-Stakeholder-Partnership (MSP) on ETS and CBAM in Türkiye and support technical coordination, networking and exchange of all relevant private sector stakeholders (Turkish steel and aluminium industry, associations, state institutions, ministries) and consortium partners in the planning and implementation of measures.
  • Support in analyses for the sector, technical and capacity needs assessment of the private sector
  • Oversee the contracting process for external consultants, including drafting terms of reference, selection, supervision, and evaluation, ensuring compliance with GIZ rules and procedures
  • Liaise with political and implementation partners in a politically sensitive manner on requirement of the sector and build professional trusted relationship with industry and state actor by fostering dialogue formats
  • Organise technical and high-level national events, peer exchanges, capacity development measures and study trips and conduct regular business trips within Türkiye and, where needed, e.g., Germany
  • Support with the generation of project monitoring data and regular reporting based on GIZ standards and donor requirements.
  • Provide technical inputs of communication products according to donor requirements.

B. Required qualifications, competences, and experience

Education / Qualifications

  • Master’s degree in economics, finance and/or industrial engineering, environmental science, or a related field.

Professional experience

  • Minimum 5 years of professional experience in the field of climate change mitigation and/or industry collaboration in development cooperation
  • Conceptual and practical understanding of emissions trading systems (ETS), desirably in CBAM, and MRV systems
  • Practical experience in designing and/or rolling out innovative financing instruments for the respective sectors is an asset
  • Minimum 5 years of experience in working with the Turkish private sector, in particular, with an in-depth understanding of and experience in dealing/communicating with heavy industry, associations and SMEs and public-private dialogue and partnership formats
  • Strong networking skills and existing networks in Turkish industry and trade sector
  • Sound knowledge of international and national climate protection policies and relevant emissions trading instruments and their financing

Other skills, knowledge, and competences

  • Native in Turkish and business fluent in English is a must.
  • Strong communication and networking skills, especially in a sensitive environment.
  • Proven ability to work in a politically sensitive, public-private environment.
  • Advanced working knowledge of ICT and computer applications (e.g. MS Office package) is required.
