Background Information:

The Multi-Donor Action “Participatory, Inclusive and Green Recovery for Local Public Services in the Earthquake-Affected Region” is jointly co-financed by the European Union and the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by GIZ as part of the BMZ project “Turkish-German Exchange on the integration of Syrian refugees into host communities”. The overall objective of the Action is to contribute to Türkiye’s earthquake recovery by supporting local public service delivery in an inclusive and sustainable way. The action aims to support Türkiye in pursuing efficient service delivery practices across public administration at provincial and local level that directly impact the recovery efforts on the ground thus ultimately speeding socio-economic development as well as green and sustainable growth.

A. Main Responsibilities

The Urban and Local Development Advisor has a key role in advising local authorities in improving the quality of their service delivery on the basic of improved local level strategic planning and management in line with an inclusive, participatory, and green approach, thus strengthening resilience and sustainable development of the earthquake-affected region. Specifically, H/She will be involved in the selection process for the local authorities that will to be supported by the project and whose capacities for local level planning for inclusive green eco-nomic development will be supported, as well as their capacities for coordination and monitoring. To achieve this, h/she will support the set-up of a technical assistance facility providing needs-based and cross-sectoral technical expertise to the local authorities as and when needed, based on assessments as to their environmental, social and governance performance, gap analyses and development targets. Regular field visits will be conducted. The Advisor will ensure a close coordination with other projects/stakeholders active in the earth-quake recovery.  The position includes the following tasks:

  • Coordinating activities for the provision of support to local authorities for an inclusive, green, and participatory development
  • Supporting the selection of local authorities (LAs) as project beneficiaries by project stakeholders
  • Strengthening the capacities of LAs to draft local level plans for inclusive green economic development as tools for post-earthquake socio-economic recovery
  • Supporting the set-up of a technical facility to strengthen local resilience with low-carbon, environmentally and socially sustainable cross-sectoral approaches for a green development based on needs and absorption capacities of the LAs
  • Supporting LAs in identifying own needs and development goals in line with resources, ensuring participation of civil society and vulnerable groups
  • Drafting terms of reference for the various services and technical expertise required and ensure that service contracts are managed in accordance with GIZ rules and procedures.
  • Coordinating with project stakeholders, other projects and actors active in post-earthquake economic recovery

B. Required qualifications, competencies, and experience

Education

  • University degree (Bachelor or Master) in social, political, economic, environmental, or legal sciences

Professional Experience

  • At least 5 years of professional experience in local level planning processes in Türkiye;
  • At least 5 years of professional experience in an advisory role to local authorities in Türkiye;
  • At least 5 years of professional experience in multi-stakeholder coordination and/or dialogue facilitation, preferably in international cooperation;
  • Excellent knowledge of public administration structures in Türkiye, of key actors and representative structures;
  • Knowledge of or experience with green transformation processes, low-carbon development in local development and planning;
  • Experience in international cooperation, specifically with the EU
  • Work experience in private sector development, including access to green finance, is a substantial asset
  • Experience with participatory processes and cooperation with civil society partners is an asset

  • Excellent communication and negotiation and diplomatic skills
  • Convincing personality and ability to work in a difficult context and with sensitive partners
  • Excellent conceptualizing, analytical and thinking skills
  • Ability to efficiently use information and communication technologies and office applications
  • Autonomous work style, awareness of deadlines, excellent teamwork ability
  • Fluency in Turkish (mother tongue) and English. Arabic or German is an asset
