Title: Finance Manager for SPI Project

Period of Assignment: 1 year with the possibility of extension

Location: İstanbul, Türkiye

Project: The objective of the Syria Peace Initiative (SPI) is to support the implementation of United Nations Security Council Resolution 2254 to achieve an inclusive political transition in Syria. To this end, SPI uses multiple modalities of implementation, including the provision of grants to Syrian and international non-governmental organizations, contracting of experts as well as direct implementation through the SPI project team. The initiative seeks to bridge gaps between actors from different sides of the various Syrian dividing lines and link the different levels of the peace process. The project’s technical team supports the conceptual development of the initiative, contributes to the generation of relevant analyses on the Syrian context, and supports with the conflict- and gender-sensitive implementation of multi-track peacebuilding initiatives.

A. Main Responsibilities

Overarching tasks

  • Explain commercial rules, standards and guidelines
  • Work in and with networks, network with financial managers at the local, regional and national levels
  • Assist in managing external and internal audits and internal controls

Key area of financial management

  • Participate in the commercial set-up of new and follow-on projects together with the officer responsible for the commission, Head Office and the field structure
  • Support the officer responsible for the commission in managing commercial aspects of the commission together with the relevant country office, the regional department, the Financial Management Advisory Services Division, the Financial Services Division and ELVIS, above all
    • cash management and monitoring
    • monitoring of the commission value and commitment authorization, costs, residual funds and current contracts
    • commitment management
    • receivables management
    • preparation of the final invoice
    • Support with advising the project on commercial issues
  • Handling of a very complex Co-Financing situation with three different donors (GFFO, EU and Danish MFA)
    • initiation, costing the specification of inputs in consultation with the officer responsible for the commission
    • ongoing monitoring and reporting, taking into account the requirements of the commissioning party/client/co-financier
    • preparation of external audits and support for the auditors
  • Monitoring the implementation of IC findings and action taken to address objections raised in audit reports
  • Ensure reporting in accordance with the allocation of costs to outputs (KOMP)
  • Act as a contact person for the project partner and/or financing recipients in relation to commercial issues

Key area of administration

  • Involvement in the coordination of the project infrastructure (facility management, logistics, fleet management, IT services, etc.) in consultation with the line manager and the responsible country office

Where appropriate and reasonable, the position holder is willing to perform tasks outside the scope of the job description.

B. Required qualifications, competencies, and experience

Education

  • Bachelor’s degree is required. Commercial background through relevant completed studies or corresponding training with relevant processional experience is required.

Professional Experience

  • Several years of work experience in financial management or in comparable functions in the financial or administrative area of GIZ, preferably in the Middle East
  • Several years of experience in the independent implementation of grant agreements and local subsidies with regional and international partners
  • Strong experience in assessing financing recipients, preparing them for external audits and building up their commercial capacity

Other Knowledge and Additional Competencies

  • Proven knowledge of: SAP, OnSite Reporting/Operations, MS-Office (especially Excel) and other relevant GIZ IT systems
  • Strong coordination and organizational skills, teamwork, communication, and conflict resolution skills
  • Good diplomatic and intercultural skills and a sound awareness of gender issues
  • Business fluent in English and Arabic; basic knowledge of German is an advantage
