GOAL stands with local populations and actors to assist them to overcome crises and on the journey to longer-term solutions. For GOAL, crises are defined as when local systems are unable to respond or continue to function when confronted with shocks and stresses. GOAL works to understand these shocks and stresses; including conflict, climate change, environmental degradation, rapid unplanned urbanisation, weak or unstable governance, inequality and forced displacement all of which interact and threaten the health, safety and well-being of affected populations.<\/p>\n<p><strong>Description of the Role<\/strong><\/p>\n<p>The Global Climate Advisor will drive and shape GOAL\u2019s programming on climate outcomes, both as a standalone outcome and through climate-proofing of GOAL\u2019s health, WASH, food and nutrition security, and livelihoods programming, including in emergencies. The Advisor will integrate climate risk management, including vulnerability and adaptation impact analysis, climate risk assessment, and medium\/long term responses to these, into GOAL\u2019s programme design, implementation and learning processes. The Advisor will also provide technical support for climate research, will represent GOAL in a range of external technical networks, and will contribute to GOAL\u2019s advocacy on climate change.<\/p>\n<p>The position will be based within a GOAL Middles Eastern Country of Operation \u2013 Turkey or Jordan in which the applicant has the right to work, with up to 20% travel to support Country Offices (COs) and to represent GOAL with key stakeholders.<\/p>\n<p>The Global Climate Advisor sits within the global Programme Technical Team (PTT) and will also work closely with the Innovation Lab. GOAL\u2019s PTT supports the technical quality of programme design and implementation through developing strategy and guidelines, collaboration on new programming, support visits to country programmes, internal evaluations, documenting and sharing learning, and providing external technical representation. The PTT has four key objectives, detailed below and as they apply to this position.<\/p>\n<p><strong>Key Responsibilities<\/strong><\/p>\n<p><strong>Strategy and Design for Climate Outcomes<\/strong><\/p>\n<ul>\n<li>Contribute to GOAL\u2019s global strategy by driving the incorporation of analysis of climate risk and climate outcomes into existing planning at Head Office and COs.<\/li>\n<li>Work with GOAL\u2019s country teams to conduct climate policy analysis at regional, national, and sub-national levels.<\/li>\n<li>Support GOAL\u2019s Environment Policy implementation.<\/li>\n<li>Develop guidelines on designing programming for climate outcomes<\/li>\n<li>Guide global and country strategies relating to climate, ensuring access to global best practice and evidence.<\/li>\n<li>Support the use of learning and evidence to develop GOAL\u2019s climate programming<\/li>\n<li>Work with GOAL\u2019s Emergency Response Unit (ERU) to guide the use of climate risk in emergency preparedness &amp; response.<\/li>\n<li>Engage technically with relevant external actors (including civil society, public and for-profit) in relation to GOAL\u2019s climate risk analysis and climate adaptation programming.<\/li>\n<li>Support the development of GOAL\u2019s strategic partnerships globally in climate e.g. with development consultants, conservation agencies, other civil society, INGOs, national risk management agencies, private sector stakeholders etc.<\/li>\n<li>Support the development and rollout of GOAL\u2019s analytical framework for Crisis to Resilience (including GOAL tools)<\/li>\n<\/ul>\n<p><strong>Donor Positioning and Proposal Development<\/strong><\/p>\n<p>The Global Climate Advisor works to position GOAL to identify, analyse and respond to funding opportunities and be able to develop strong technical proposals\/bids which are coherent with both donors\u2019 and GOAL\u2019s\u00a0organisational global goals.<\/p>\n<ul>\n<li>Identify funding opportunities through technical networks and support analysis for go\/no go decision making.<\/li>\n<li>Advise on the integration of climate in the development of new project proposals in coordination with the PTT and Innovation Lab and other departments e.g. Funding and Business Development.<\/li>\n<li>Lead\/support the development of technical content for new proposals.<\/li>\n<li>Liaise with donor technical advisors and respond to technical queries from donors<\/li>\n<li>Engage with internal stakeholders on technical elements of funding opportunities<\/li>\n<\/ul>\n<p><strong>Quality Programme Delivery for Crisis to Resilience<\/strong><\/p>\n<p>The Global Climate Advisor supports country offices to deliver high quality, innovative and adaptive programming, including in emergencies.<\/p>\n<ul>\n<li>Technical programme backstopping in climate programming<\/li>\n<li>Support COs in applying climate risk analysis tools, including incorporating climate risk into GOAL\u2019s tools ARC-D and R4S.<\/li>\n<li>Technical reviews and support on evaluations of climate programming<\/li>\n<li>Support country and global teams to use learning and best practice in adaptive management for climate programming<\/li>\n<li>In-country and remote technical support for emergency preparedness, anticipatory action and emergency response.<\/li>\n<li>Provision of training, mentoring and other support for country teams in specific areas relating to climate.<\/li>\n<li>Support teams in understanding the linkages between climate, gender equality and social inclusion, and integrating these considerations in programming.<\/li>\n<li>Build capacity and support to COs in identifying appropriate modalities including cash and vouchers to integrate into programming in order to enhance climate outcomes.<\/li>\n<\/ul>\n<p><strong>Objective 4. Evidence &amp; Learning<\/strong><\/p>\n<p>The Global Climate Advisor will capture learning from programming and research and share internally and externally to\u00a0contribute to the global evidence base and communicate GOAL\u2019s programmatic innovation and successes,\u00a0in collaboration with the Programme Innovation Lab (PIL) and MEAL team.<\/p>\n<ul>\n<li>Supporting country offices to capture, document and share learning and programme outcomes.<\/li>\n<li>Identifying research questions and developing a global research portfolio.<\/li>\n<li>Technical representation &amp; engagement with global climate networks<\/li>\n<li>Support to GOAL\u2019s Advocacy on climate<\/li>\n<li>Interpreting and reflecting on data for re-design &amp; progress towards programmatic goals<\/li>\n<\/ul>\n<p><strong>Behaviours<\/strong><\/p>\n<ul>\n<li>Respectful of local sources of knowledge and with the recognition that Technical Advisors do not bring all the solutions to a problem.<\/li>\n<li>Skilled communicator and ability to work effectively across multiple cultures, including remotely.<\/li>\n<li>Act as a representative of GOAL and demonstrate the highest standards of behaviour towards children and vulnerable adults both in your private and professional lives.<\/li>\n<\/ul>\n<p><strong>Requirements\u00a0(Person Specification)<\/strong><\/p>\n<p><span style=\"text-decoration: underline\">Essential<\/span><\/p>\n<ul>\n<li>Degree in climate change, environmental management or a related environmental field.<\/li>\n<li>Ability to advise on the integration of climate risk management, including vulnerability and adaptation impact analysis, climate risk assessment, and medium\/long term responses to these, into GOAL\u2019s programmatic strategy, design, implementation and learning processes.<\/li>\n<li>Knowledge and experience of climate financing mechanisms, programmes, and sources.<\/li>\n<li>Fluent in English at a standard to allow drafting of technical documents.<\/li>\n<li>At least seven years of experience in INGOs or equivalent, at least five years of which is in climate, environment or a closely related field.
