A registered non-profit in the US, UK, France and Belgium, our work targets those fragile countries or communities that suffer from recurrent man-made or natural crises that impede human development. The people that we serve live in seventeen countries across the Middle East, Africa, and Asia where the debilitating effects of political instability, forced displacement, and natural disasters are pervasive. Often, RI is the only organization providing healthcare, education, logistics, energy, capacity building, economic development, sanitation, and many other forms of assistance to these highly vulnerable communities<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Position Summary<\/strong>:<\/p>\n<p>&nbsp;<\/p>\n<p>The Finance Manager (FM) is responsible for the strategic direction and leadership of all Finance and Administrative functions of the Country Program. The FM will also have responsibility for ensuring that all financial transactions for the Country Program are accounted for and documented accurately. He\/she will be responsible for ensuring that all RI accounting procedures are followed and budgets are adhered to; all donor and internal reporting requirements and deadlines are met; cash is controlled and accounted for in a timely manner in accordance with RI, donor and audit requirements.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Position Duties and Responsibilities<\/strong>:<\/p>\n<p>&nbsp;<\/p>\n<p><strong>1- Financial Accounting, Reporting, and Control<\/strong><\/p>\n<p>&nbsp;<\/p>\n<ul>\n<li>Ensure that effective system~ are put in place and regularly reviewed to allow adequate Financial management and control, including; cash and cash flow management and Control; expenditure procedures, especially around procurement; cost allocation Procedures; inventory and requisition procedures; documentation of all controls and Procedures; finance training for in-country finance staff and partners as necessary; Availability of funds for sub-offices; segregation of finance duty within Country Office<\/li>\n<li>Implement and maintain systems to ensure that cash is controlled and accounted for in an Accurate and timely manner in accordance with RI, donor and audit requirements.<\/li>\n<li>Manage the preparation of all donor reports and review them with the Country Director Before submission to the Regional Finance Manager for approval.<\/li>\n<li>Prepare monthly financial accounts and review them with the Country Director.<\/li>\n<li>In conjunction with the Country Director and supported by the Regional Finance Manager, coordinate and oversee all internal and external audits including ensuring that all financial records and backup documentation are ready and available.<\/li>\n<li>Design and implement a system to assist Project Managers and Country Director to review, monitor and track real time project budget Vs. actual reports to ensure appropriate cost allocations.<\/li>\n<li>Assist and work with the Country Director to create annual budget for the country.<\/li>\n<li>Assist \u00b7 Project Managers in ensuring compliance with RI procurements and field accounting policies and procedures, compliance with donor agreement and audit requirements.<\/li>\n<li>Review budget revisions in close coordination with Project Managers and country director<\/li>\n<li>Ensure that all financial records and backup documentation have been archived to cloud server electronically on monthly basis.<\/li>\n<li>Provide technical assistance to regional offices when required by supervisor.<\/li>\n<li>Create professional atmosphere, systems and SOP to work with other departments within RI country offices.<\/li>\n<li>Improve relationship with other departments between field offices and visit filed offices regularly.<\/li>\n<li>Making sure that co-finance for all EC\/ DFID and future projects has been identified and booked in appropriate sub- classes in the quick books accounting system. Work out the remaining liability of projects of Co-financing which has not been recovered and proposed the recovery plan for all co-finance projects.<\/li>\n<li>Ensures compliance with local government Tax Law and tax reporting.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Policy and Strategy Development<\/strong><\/p>\n<p>Ensure effective resource management and maximize cost effectiveness and value for money throughout the program.<\/p>\n<p>Lead the annual financial operational planning process in close collaboration with tpe Country Director and supported by the Regional Finance Manager.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Human Resources and Development<\/strong><\/p>\n<ul>\n<li>Works closely with the Country Director and other Program staff to implement, improve and maintain financial management policies, systems, structures, and procedures.<\/li>\n<li>Oversee the country Finance department, providing leadership to the Senior Finance Officers and Finance Officers and other field offices finance staff.<\/li>\n<li>Proactively identify and act upon deficiencies and areas for improvement in the in country Finance team, providing training and other capacity-building where necessary to ensure that finance staff capacity is continuously developing.<\/li>\n<li>Contributes to strengthening the capacity of local implementing partners in financial management, compliance, and donor reporting.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Safeguarding<\/strong><\/p>\n<p>&nbsp;<\/p>\n<ul>\n<li>Uphold and promote RI\u2019s commitment to ensuring the safeguarding and safety of the vulnerable communities we serve.<\/li>\n<li>Consistent with RI\u2019s safeguarding and protection policies, ensure your job related activity and practice is compliant with safeguarding standards.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Qualifications and Requirements:<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p>This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment.<\/p>\n<ul>\n<li>Bachelor&#8217;s degree in accounting, business management or similar and advanced university degree in Finance, Accounting or CPA required.<\/li>\n<li>A minimum of 5 years&#8217; experience as finance supervisor\/ lead position and 3 years with international non-profit agencies.
