GOAL is working in Idleb Governate, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households.<\/p>\n<p>GOAL has been working in North Aleppo Governate since 2019, through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, as well as emergency support for recently displaced household.<\/p>\n<p>GOAL has two projects (ECHO funded LINK and PRM funded GREEN) in Turkey, LINK program targets refugees from nomadic \/ semi-nomadic backgrounds and those engaged in seasonal agricultural labor. LINK has been designed to address and mitigate protection concerns of the vulnerable \/ marginalized refugees through provision of critical information and raising their awareness on their rights, obligations and services available in Turkey, by sensitization\/advocacy (targeting key stakeholders and service providers, etc.) activities, and Individual Protection Assistance (IPA) services to enable highly vulnerable refugees to access to basic, social and protective services available under the provisions of Temporary and International Protection regulations in Turkey. On the other hand, Green program aims to improve socioeconomic inclusion, resilience and self-sufficiency of highly vulnerable\/excluded women and girls from host and refugee communities (Syrians as well as those living in program locations under the international protection regulation) including nomadic communities and seasonal agriculture workers from both communities through integrated and market driven livelihood opportunities and protection services, including language courses and vocational skills training on greenhouse production and agriculture; case management (CM)\/coaching services, establishment of a women cooperative, protection outreach, information provision and awareness raising; and provision of special needs and individual protection assistance services.<\/p>\n<p>Job purpose:<\/p>\n<p>The Grants Coordinator is responsible for coordinating proposals, donor reporting, information, and grants management systems for the GOAL Syria grant portfolio.<\/p>\n<p>Reporting to the Senior Grants Coordinator, and working closely with programme coordinators, MEAL, and Systems departments (finance, compliance, logistics, etc.), s\/he is responsible for supporting programme development, coordinating proposal development processes and timeframes, and supporting with donor communications relating to grants management and reporting. The Grants Coordinator is also responsible for ensuring the high quality of donor reports and to ensure compliance of GOAL and donor requirements.<\/p>\n<p>This position is based in Amman, Jordan or in Gaziantep, Turkey.<\/p>\n<p>The Grant Coordinator will manage the Grants Officer.<\/p>\n<p>The Grants Coordinator will be part of the Grants Unit, led by the Senior Grants Coordinator, also composed of the Grants Manager and the Grants Officer.<\/p>\n<p>The Grants Coordinator will work collaboratively with GOAL Syria\u2019s management team, technical advisors, MEAL team, Programmes, Finance, Systems teams, and partners.<\/p>\n<p>Duties, responsibilities and competencies:<\/p>\n<p>Job Responsibility #1:\u00a0 Program and New Business Development<\/p>\n<p>% of Time:\u00a0 35<\/p>\n<p>As requested by the Senior Grants Co, lead and\/or support on funding strategy development and review.<br \/>\nSupport the Senior Grants co. in pre-positioning and strategic relationship building for future programme opportunities.<br \/>\nResearch and gather business intelligence for the purpose of identifying opportunities in advance, tracking, and responding to donor trends. Support the development of new propositions and pitches in line with GS country strategy plan.<br \/>\nLead on the development of designated concept notes and proposals, from review of solicitation, programme design, development timeline to final submission, gathering input from Programme Coordinators (PCs), MEAL team, NWS Field staff, Syria Programs Director, Systems, Finance, Technical Advisors, and ensuring timely and proper review at the HQ level. This includes ensuring quality and alignment with internal donor requirements and compliance.<br \/>\nSupport the preparation and facilitation of programme design meetings, ensuring quality and alignment with internal donor requirements and compliance.<br \/>\nLead on coordination and management of proposal quality assurance review processes. Support HQ Desk team with conducting final quality control review of all proposal and concept note packages assembled by GOAL Syria team.<br \/>\nLead on coordination of GOAL Syria responses to designated donor issues letters in relation to concept notes and proposal submissions.<br \/>\nReview GOAL Syria\u2019s partner proposals and budgets when requested, providing constructive feedback<br \/>\nIn coordination with HQ, ensure proposals meet internal GOAL standards, including use of GOAL\u2019s PRC template and PRC review process.<br \/>\nContribute to the development of tools, templates, and other materials critical to the support of proposal development processes<br \/>\nProactively collaborate with the Gender Equality and Social Inclusion (GESI) Adviser to ensure timely consultations and to incorporate GESI considerations in all new programme proposals and the new programme development strategy<br \/>\nWork closely with Finance department coordinating the development of proposal budgets and conduct review of proposal budgets for donor responsiveness and matching technical narrative.<br \/>\nJob Responsibility #2: Grants Management &amp; Program Support<\/p>\n<p>% of Time:\u00a0 40<\/p>\n<p>Serve as the focal point with GOAL HQ for donor grants for which Grants Co is the lead<br \/>\nManage all donor reporting processes through the coordination and drafting of high-quality donor reports for donor grants for which Grants Co is the lead and provide quality checks and final reviews on donor reports for which Grants Manager is the lead, ensuring compliance with GOAL and donor requirements and timely submission to donors.<br \/>\nEnsure sound management of reporting requirements, including via partners (and in coordination with the Partnership Coordinator), ensuring timely and quality submission to donors.<br \/>\nMonitor and supervise all external reporting to ensure timely delivery of high-quality reports which meet donor and GOAL requirements.<br \/>\nEnsure the availability of an up-to-date reporting calendar and share and coordinate ad-hoc donor and HQ requests with the relevant staff promptly.<br \/>\nDevelop and maintain grant management tools, such as reporting and proposal trackers and workplans, regularly circulating to relevant staff.<br \/>\nWith the support of the Grant Officer, ensure that regular grant management meetings are held, with minutes and relevant documents disseminated, and action points followed upon.<br \/>\nStrengthen and build the capacity of the Programmes and Grants team to develop creative, responsible, competitive concept notes and proposals, and quality accurate donor reports.<br \/>\nParticipate in monthly Budget Management Team (BMT) meetings. Ensure communication and follow-up with the senior grant coordinator on finance-related issues raised.<br \/>\nIn close collaboration with the GESI Adviser and Protection Manager, ensure that GESI and protection mainstreaming is reflected in donor reporting and reviewed in grants managements meetings.<br \/>\nJob Responsibility #3:\u00a0 Communications, Representation &amp; Donors Engagement<\/p>\n<p>% of Time: 10<\/p>\n<p>Coordinate with program, communication, and grants staff as appropriate to develop programme briefs and summaries as well as grant progress updates.<br \/>\nEnsure drafting and routine updates on GOAL Syria program overview information sheets for use in external stakeholder advocacy, GOAL Global website and new business development efforts.<br \/>\nRepresent GOAL in donor meetings as and when required. Attend relevant coordination meetings, as delegated by the Senior Grant Coordinator, representing GOAL and providing updates and flagging key issues of concern.<br \/>\nCollaborate development of success stories for reporting and lessons learned to inform project design.<br \/>\nJob Responsibility #4:\u00a0 Donor &amp; GOAL Compliance<\/p>\n<p>% of Time: 5<\/p>\n<p>Collaborate with PQ team leads to ensure that donor Third Party Monitoring (TPM) exercises are supported and prepared for.<br \/>\nEnsure the timely dissemination of copies of all grant documentation (grant proposals, reports, budget etc.) by the Grants Officer to relevant staff. Support the Grants Manager and Officer to ensure comprehensive grant files are maintained up to date and are available for use by key staff.<br \/>\nRespond to ad-hoc requests from donors, HQ and other stakeholders for information on the GOAL Syria programme.<br \/>\nJob Responsibility #5:\u00a0 Staff management<\/p>\n<p>% of Time: 15<\/p>\n<p>Line management responsibility of the Grant Officer; communicating clear expectations, setting performance objectives and workplans, conducting mid-term and annual performance appraisals, providing regular and timely feedback to continue their professional development.<br \/>\nEnsure Grants Officer receives trainings and capacity building to enable them to fulfil their responsibilities with regards to proposal development, grant management, donor reporting and compliance.<br \/>\nTogether with the Senior Grant Coordinator identify personal professional development capacity gaps and address through training and other knowledge building resources.<\/p>\n<p>Requirements: Technical &amp; Functional skills<\/p>\n<p>Essential<\/p>\n<p>Bachelors in international development, humanitarian studies, business.<br \/>\nMinimum of four (4) years professional experience in grants management and developing programs in a humanitarian setting.<br \/>\nPrevious knowledge of ECHO, OCHA and USAID funded programmes.<br \/>\nFluency in English and strong English writing skills.<br \/>\nPrevious proposal writing experience and success at winning public and private awards.
