General Description of the Programme:<\/p>\n
GOAL an International Humanitarian Organisation has had a presence in Turkey since 2013 and has been contributing to the migrant response since 2016 with a focus on responding to needs in protection and self-reliance of vulnerable and marginalised migrants and host community members in southern Turkey.<\/p>\n
GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL Syria implements multi-sector programmes in Northwest Syria (NWS) addressing the multiple vulnerabilities that households and communities are facing after a decade of conflict. At the household level, the program design creates links between its multi-donor funded emergency response program to its food security, winterization, and shelter programming, and complements food assistance programming with basic needs assistance via Multi-Purpose Cash Assistance (MPCA). At the community level, GOAL supports bakeries facilitating the provision of affordable bread to large catchment areas in Idleb and North Aleppo. GOAL has a large-scale WASH infrastructure support programme that provides water throughout large areas of Idleb governorate.<\/p>\n
GOAL has been working in North Aleppo Governate since 2019, through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, as well as emergency support for recently displaced household.<\/p>\n
GOAL has two projects (ECHO funded LINK and PRM funded GREEN) in Turkey, LINK program targets refugees from nomadic \/ semi-nomadic backgrounds and those engaged in seasonal agricultural labor. LINK has been designed to address and mitigate protection concerns of the vulnerable \/ marginalized refugees through provision of critical information and raising their awareness on their rights, obligations and services available in Turkey, by sensitization\/capacity building (targeting key stakeholders and service providers, etc.) activities, and Individual Protection Assistance (IPA) services to enable highly vulnerable refugees to access to basic, social and protective services available under the provisions of Temporary and International Protection regulations in Turkey. On the other hand, Green program aims to improve socioeconomic inclusion, resilience and self-sufficiency of highly vulnerable\/excluded women and girls from host and refugee communities including nomadic communities and seasonal agriculture workers from both refugee and host communities through integrated and market driven livelihood opportunities and protection services, including language courses and vocational skills training on greenhouse production and agriculture; case management (CM)\/coaching services, establishment of a women cooperative, protection outreach, information provision and awareness raising; and provision of special needs and individual protection assistance services.<\/p>\n
Job purpose:<\/p>\n
Reporting to the Deputy Food Security and CVA Coordinator, The Bakeries Manager will primarily be contributing into the program design, responsible for programme implementation and the achievement of project results for GOAL\u2019s bakery support. Bakeries Manager will be responsible for ensuring all FS support intervention are implemented in line with GOAL guidelines, Standard Operating Procedures (SOPs) etc. With support from GOAL\u2019s Deputy Food Security and CVA Coordinator and the bakeries Manager will deliver evidenced based programming that is informed by food security and markets assessments, programme data and reports and different Monitoring Evaluation, Accountability and Learning (MEAL) tools, processes, and mechanisms. Also , \u00a0will be responsible for the direct management of the bakeries Officer, based in Turkey. In addition to as GOAL recently elected as a co-lead for bread and bakeries technical working group BBTWG 2023, the bakeries manager will be responsible for monthly sub-cluster meeting , follow closely with cluster and partners , providing technical support , capacity building for partners , networking and knowledge management sharing across cluster partners.<\/p>\n
Duties, objectives and competencies<\/p>\n
Programme Design and Strategy<\/p>\n
In coordination with the Deputy FS and CVA Coordinator, contribute to identifying research needs and support the design, implementation, analysis and write up wheat value chain and bakery assessments that significantly contribute to evidence based programming and the identification of new programming opportunities.
\nContribute to the development of a Food security support program strategy designed specifically for the Syrian context to guide programme direction.
\nContribute to the development of concept notes and proposals for GOAL and partners destined for submission to donors.
\nContribute in developing and review of all Guidelines and SOPs pertaining to Food security support programming and ensure mechanisms to control for aid diversion and influence by armed actors are designed and included in same.
\nAssist the Deputy FS and CVA coordinator to ensure the gender, protection and safeguarding are integrated into programme design and implementation.<\/p>\n
Programme Management and Implementation<\/p>\n
Directly line manage the bakeries Officer and in coordination with the deputy FS Coordinator provide support to bakery teams in Syria.
\nAssist the field team in the development and the implementation of Detailed Implementation Plans (DIPs) for all relevant activities and report to FS Coordinator and deputy coordinator on the implementation of these plans, factors affecting the implementation, program implementation changes on monthly basis.
\nSupport the department with tracking food security and bakery programme expenses to support budget management.
\nCommunicating with the field team in Syria daily to confirm the progress of activities as per the programme plan.<\/p>\n
Programme Quality and Compliance<\/p>\n
Contribute into quarterly and annual reviews of learnings gleaned through programme data and reports and MEAL mechanisms.
\nResponsible to develop a detailed Term of Reference (TOR) for the bakery compliance team, and follow up on bakery selection process, and the Monthly, Quarterly verification activities for reviewing ownership, management and financial management of GOAL and food security programme.
\nContribute to the development of \u2018Terms of References\u2019 (TORs) for all Third-Party Monitoring (TPM) Activities and programme evaluations for GOAL\u2019s what and Food security support programming and support the review of all TPM reports and evaluations.
\nContribute to the development of all monitoring tools, particularly all distribution and post distribution tools.
\nEnsure all Food security activities are implemented in line with GOAL\u2019s Guidelines and SOPs
\nImplement an activity monitoring process and share findings with FS Coordinator for dissemination to donors and the Food Security Cluster including but not limited to bread price monitoring.
\nTranslation of all field reports from Arabic into English to feed into the information management system of GOAL\u2019s FS programme and GOAL \/ Donors periodic reports.<\/p>\n
Procurement and Supply Chain<\/p>\n
Contribute into the Development and implementation of the procurement plans
\nContribute into quality assurance of all programme items by ensuring all donor and GOAL standard testing is carried out in a timely manner.
\nAddress all programme issues reported at field level and assist in the timely reporting of this to the Deputy FS and CVA Coordinator.<\/p>\n
Coordination with FS cluster and technical working groups.<\/p>\n
Support in the coordination activities with humanitarian actors and FSL Cluster in Turkey to coordinate GOAL planned activities and avoid potential overlapping and is responsible to track and maintain records of humanitarian Needs in GOAL areas of operation.
\nRepresent GOAL FS programme in coordination and technical forums\/Cluster\/Working Groups as requested
\nResponsible for submitting 5Ws report to the FSL Cluster.
\nLiaise with other departments including finance\/administration, procurement and human resource departments to ensure adequate support for all project activities.
\nEnsure information is circulated to the field teams and Partners appropriately.
\nSupport the grant department with input for donor reports and proposals.
\nProvision of Technical Support to the BBTWG members and to Food Security cluster.
\nCreate a plan to develop the interventions related to bakeries and bread in Syria after crisis.
\nSupport BBTWG members in mapping interventions
\nSupport to networking amongst cluster stakeholders in order to create synergies and allow enhanced coordination.
\nSupport to the identification, validation and exchange of technical capacities in the region
\nSupporting the dissemination of best practices and innovations<\/p>\n
Documentation and Reporting<\/p>\n
Review all daily, weekly and monthly reports submitted at the field level by GOAL and partners and provide timely feedback on reports and follow up on corrective actions.
\nContribute to all donor monthly, quarterly and annual reports before submission to donors and ensure required information is gathered accurately and timely.
\nMaintain files and archives of Food security Support program documentation, including catchment population, distribution and reconciliation records.
\nEnsure timely and accurate updates to the MEAL departments on planned and completed activities.
\nCommitment to beneficiary accountability & humanitarian principles and Code of Conduct and a Child Protection Policy<\/p>\n
You may be expected to work in accordance with the organisation\u2019s overtime policies.<\/p>\n
The nature of your role will require you to travel within the area that your team covers. However, from time to time you may be expected to travel outside that area as the job role requires<\/p>\n
Requirements (essential)<\/p>\n
Degree level qualification in food security, agriculture, nutrition, science, economics, business management or any other relevant field
\nAt least three years\u2019 experience gained in food security and\/or nutrition programming within the Syrian context;
\nA demonstrable high level of capacity in project management, budget management, strategy development, and proposal writing.
\nStrong analytical and writing skills. Experience of proposal writing, log frame development and donor reporting.
\nFluent written and spoken in English and Arabic language skills.
\nThe ability and willingness to travel to Northern Syria to GOAL area of operation, particularly Azaz and Afrin in North Aleppo and Harim , Marrat tamsrin in Idleb<\/p>\n
Requirements (desired)<\/p>\n
Experience in bakery support programming and developing related tools
\nStrong computer skills with particular competencies with Microsoft Office applications (including MS Word and Excel).
\nExperience in managing and implementing livelihood projects related to food security programme
\nKnowledge of GOAL\u2019s target areas in Idlib and Aleppo governorates and understanding of the humanitarian crisis in Syria
\nKnowledge of Turkish would be assist.<\/p>\n
