Main Activities<\/strong><\/p>\n<p>1. Specialized Technical Assistance<\/p>\n<ul>\n<li>Supporting the implementation of the project activities, which aims at providing technical assistance to the earthquake-affected Municipalities of Hatay and Ad\u0131yaman.<\/li>\n<li>Providing technical guidance and advisory services to partners, service providers and beneficiary municipalities to ensure compliance within implementation, budgeting, and M&amp;E<\/li>\n<li>Building the capacity of local partners through training and other initiatives if needed,<\/li>\n<li>Providing advisory services to service providers and municipalities on community engagement and knowledge exchange among municipalities for the earthquake recovery and urban infrastructure rebuilding.<\/li>\n<\/ul>\n<p>2. Technical Duties<\/p>\n<ul>\n<li>Supporting the planning, cooperation management, steering and implementation, quality assurance and reporting of activities in coordination with internal and external stakeholders,<\/li>\n<li>Undertaking regular field visits to provide technical guidance and supervision, as well as continuously monitoring the progress of project activities,<\/li>\n<li>Creating and implementing a project monitoring and evaluation (M&amp;E) system includes collecting, preparing and providing all relevant data and supporting the project\u2019s strategic orientation and operational planning.<\/li>\n<li>Developing and maintaining an overview of all service contracts, including drafting ToRs and supporting procurement processes.<\/li>\n<li>Raising compliance issues timely and proactively with project staff and line manager(s),<\/li>\n<li>Supporting and actively participating in the inter-agency coordination of the project if needed.<\/li>\n<\/ul>\n<p>3. Responsibilities<\/p>\n<p>Monitoring and Evaluation:<\/p>\n<ul>\n<li>Drawing up analysis, assisting in drawing up monthly\/quarterly reports and supporting preparing the annual statement of accounts and reports.<\/li>\n<li>Checking the consistency of reported monthly data with the narrative reports,<\/li>\n<li>Supporting the further development of quality criteria for service delivery and checking compliance during partner visits.<\/li>\n<\/ul>\n<p>Finance and Administration:<\/p>\n<ul>\n<li>Monitoring the financial implementation progress in close coordination with the Finance Unit.<\/li>\n<li>Monitoring payment flows and the administrative work related to financial management<\/li>\n<\/ul>\n<p>Communication and Visibility:<\/p>\n<ul>\n<li>Advising service providers, beneficiary municipalities on visibility guidelines.<\/li>\n<li>Supporting the project\u2019s information, communication by providing progress and impact information.<\/li>\n<\/ul>\n<p>Reporting<\/p>\n<ul>\n<li>Staying abreast of and reporting as relevant on legal, political, social and economic developments that have an impact on the project implementation environment,<\/li>\n<li>Tracking and generating reports on the narrative and financial aspects of partner projects<\/li>\n<li>Regularly reporting on project oversight, financial management, M&amp;E, HR, communications, outreach, service providers and stakeholder engagement<\/li>\n<\/ul>\n<p><strong>B. Required qualifications, competencies, and experience<\/strong><\/p>\n<ul>\n<li>BA or Post-graduate degree (MA or M.Sc or PhD) in urban planning, engineering, economics, business administration or a related field.<\/li>\n<li>Excellent professional track record with at least five years of demonstrated professional experience in the field of development cooperation with public and private sectors, with a particular focus on urban planning.<\/li>\n<li>Experience in technical assistance, capacity development preferably in the area of reconstruction, disaster recovery and urban infrastructure rebuilding, technical working experience with diverse\u00a0stakeholders (Ministries, Mayors, Municipal Units, Service Providers, NGOs).<\/li>\n<li>High level of knowledge and familiarity with the\u00a0technical assistance for earthquake recovery and urban infrastructure rebuilding\u00a0sector, networks, civic engagement, local and national government agencies, academia, and civil society in Turkey,<\/li>\n<li>Knowledge of Project Cycle Management, Log Frame Analysis, and program development tools,<\/li>\n<li>Work experience with relevant UN and\/or EU organizations,<\/li>\n<li>Significant experience managing projects, ensuring tracking of targets and activities, and donor reporting,<\/li>\n<li>Excellent writing, reporting, documentation, and communication skills in English and Turkish.<\/li>\n<\/ul>\n<p><strong>Applications:<\/strong><\/p>\n<p>Interested and qualified internal candidates are requested to apply through our Job Portal\u00a0<span style=\"color: #0000ff;\"><a style=\"color: #0000ff;\" href=\"https:\/\/www.giz-jobs.com\/turkey\/\">Job opportunities | Deutsche Gesellschaft f\u00fcr Internationale Zusammenarbeit (GIZ) GmbH (giz-jobs.com)<\/a>\u00a0<\/span>by filling in the digital application form as well as submitting\u00a0their\u00a0CV in GIZ Turkey\u2019s format and a Cover Letter in English,\u00a0stating their qualifications and previous professional experiences.<\/p>\n<p>The deadline for application is the\u00a011th\u00a0of December 2023.<\/p>\n<p><span style=\"text-decoration: underline;\">Only shortlisted candidates will be contacted.<\/span><\/p>\n<p><strong>ATTENTION: PLEASE SUBMIT YOUR CV IN THE GIZ CV FORMAT.
