We are also engaged in international education activities around the globe. Through our work, we assist people and societies in shaping their own futures and improving living conditions.<\/p>\n<p>Germany\u2019s international cooperation with T\u00fcrkiye dates back to the 1960s. The Federal Republic of Germany and the Republic of T\u00fcrkiye signed a bilateral technical cooperation agreement in 1970.\u00a0The Deutsche Gesellschaft f\u00fcr Internationale Zusammenarbeit (GIZ) GmbH has maintained an office in Ankara since 1998.\u00a0On behalf of the German Government and other donors like the European Union, GIZ is currently supporting T\u00fcrkiye\u2019s efforts to host more than 3.7 Mio. refugees. In addition, GIZ implements climate change and energy efficiency projects and is actively engaged in supporting T\u00fcrkiye through technical assistance in the implementation of pre-accession programs of the European Union (for more information, please see https:\/\/www.giz.de\/en\/worldwide\/290.html).<\/p>\n<p>GIZ is currently looking to employ a qualified and reputable Office Manager\/Finance Assistant on a full-time contract to support the Technical Assistance for Capacity Building for the Proper Transformation of the Creative Economy in T\u00fcrkiye Project in Istanbul.<\/p>\n<p>The Office Manager\/Finance Assistant\u2019s main activities are stipulated below:<\/p>\n<p><strong>A.\u00a0\u00a0\u00a0 Main Activities<\/strong><\/p>\n<p><strong>1.\u00a0\u00a0\u00a0\u00a0 Coordination<\/strong><\/p>\n<ul>\n<li>Ensures that relevant information is exchanged between project staff, partners and other institutions<\/li>\n<li>Accompanies project managers or other team members to meetings if necessary<\/li>\n<li>Prepares and organises project meetings<\/li>\n<li>Performs necessary office management tasks<\/li>\n<li>Prepares routine correspondence requested by Team Leader<\/li>\n<li>Assists the experts in meetings and in the day-to-day implementation of the project<\/li>\n<li>Ensures all project deliverables are completed on time<\/li>\n<li>Supports carrying out the daily communications on behalf of the project team with the stakeholders<\/li>\n<li>Organizes and participates in regular monthly management and steering meetings<\/li>\n<li>Keeps meeting minutes and sharing with all parties<\/li>\n<\/ul>\n<p><strong>2.\u00a0\u00a0\u00a0\u00a0 Administration<\/strong><\/p>\n<ul>\n<li>Coordinates closely with the GIZ Ankara office on the mode of service delivery<\/li>\n<li>Monitors the availability of accessories and stocks and assists for procurement of goods and services in accordance with GIZ rules and regulations &amp; all IT equipment is running in line with the updates<\/li>\n<li>Oversees organisation of administrative and logistical aspects of project activities (meetings, workshops etc.) with the support of Project Manager<\/li>\n<li>Submitting the NKE Requests, Extension Requests and Terms of Reference documents for Non-Key Experts to the beneficiary institutions and Contracting Authority<\/li>\n<li>Ensures that computers and software function properly<\/li>\n<li>Fills the documents in reference files or in DMS in line with GIZ\u2019s filing rules<\/li>\n<li>Manages confidential files, specifically in the areas of personnel and finance<\/li>\n<li>Keeps record of project inventory<\/li>\n<li>Ensures support is provided for writing, planning, formatting and printing of reports,<\/li>\n<li>Ensures financial and administrative work is carried out &#8211; timesheets, mission reports and other project relevant documentation (travel expenses, original invoices, tickets, boarding passes) from all experts and suppliers by following quality rules and given deadlines<\/li>\n<li>Coordinates closely with the third parties in events of organization, meeting and travels to ensure smooth logistical and financial completion of tasks.<\/li>\n<\/ul>\n<p><strong>3.\u00a0\u00a0\u00a0\u00a0 Finance and accounting<\/strong><\/p>\n<ul>\n<li>Assists for preparing the project budget planning and expense monitoring<\/li>\n<li>Supports for the monthly accounting and financial plans with the Team Leader and Project Managers<\/li>\n<li>Keeps track of service rates of experts and monitoring the payments of the Non-Key Experts<\/li>\n<li>Prepares service contracts for the Non-Experts and ensures the accuracy of contracts folder and experts\u2019 documents<\/li>\n<li>Keeps financial management, such as cash withdrawals, keeping the cashbook, bank accounts, preparing and entering vouchers<\/li>\n<li>Reconciles cash book and bank book on a daily basis<\/li>\n<li>Checks travel expense statements of staff for approval by the Key Experts and Line Manager<\/li>\n<li>Initials cash withdrawals<\/li>\n<li>Checks requests for funds before release<\/li>\n<li>Prepares and ensures the finance and administrative system of the projects for internal controls in line with GIZ\u2019s rules and regulations<\/li>\n<li>Ensures the implementation of any findings of internal controls in close cooperation with GIZ Ankara office<\/li>\n<li>Contributes to the project activity planning regarding financial budgeting, budget approvals with the project implementation manager<\/li>\n<li>Monitors and keeps record of all documentation related to expenditures to ensure compliance under activity budget and GIZ\u2019s rules &amp; regulations.<\/li>\n<\/ul>\n<p><strong>4.\u00a0\u00a0\u00a0\u00a0 Translation\/Interpretation<\/strong><\/p>\n<ul>\n<li>Undertakes translation and interpretation for experts including at official and high-level events<\/li>\n<li>Assists in translation for daily work activities and special events including in provinces<\/li>\n<li>Oversees other translators\/interpreters as required<\/li>\n<li>Provides final proof reading for translated documents<\/li>\n<\/ul>\n<p><strong>5.\u00a0\u00a0\u00a0\u00a0 Other duties\/additional tasks<\/strong><\/p>\n<ul>\n<li>The Office Manager\/Finance Assistant:<\/li>\n<li>Photocopies and scans and uploads documents as needed<\/li>\n<li>Participates in regular monthly management and steering meetings<\/li>\n<li>Keeps meeting minutes and sharing with all parties<\/li>\n<li>Performs other duties and tasks at the request of management<\/li>\n<\/ul>\n<p><strong>B.\u00a0\u00a0\u00a0 Required qualifications, competencies, and experience<\/strong><\/p>\n<ul>\n<li>University degree in Social Sciences, Financial Management or Administration or other relevant departments<\/li>\n<li>At least 2 years of professional experience in a comparable position<\/li>\n<li>Professional experience with EU funded projects will be considered as an asset<\/li>\n<li>Native Turkish, excellent English, knowledge of German as an asset<\/li>\n<li>Good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)<\/li>\n<li>Good management, time management and organisational skills<\/li>\n<li>Ability to work proactively and independently<\/li>\n<li>Ability to work to tight deadlines<\/li>\n<\/ul>\n<p><strong>GIZ is committed to gender balance and diversity without distinction as to race, sex or religion.
