Project: Promotion of economic perspectives for refugees and host communities in Türkiye (PEP) Project
The Promotion of Economic Prospects for Refugees and the Host Community in Türkiye (PEP) project, commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, aims to enhance the employment prospects of Syrian refugees and members of the Turkish host community.
PEP adopts an integrated approach, centered on three key areas: enhancing access to skills and employment, building capacities of micro, small, and medium-sized enterprises (MSMEs), and fortifying the overall business environment. Focused on meeting labour market demands, the project facilitates formal employment by assessing and aligning participants’ skills with opportunities. Employability is furthered through language and vocational training, along with workshops on ethics, legal rights, and safety. To stimulate workforce demand, the project supports Turkish and Syrian-owned MSMEs with business development services, promoting sustainable growth and job creation. Supporting both the supply and demand sides of the labour market, PEP enhances skills and assists MSMEs, ensuring a balanced approach that fosters a competitive, innovative, and resilient private sector, leading to increased, higher-quality job opportunities.
PEP engages in collaboration with a diverse range of stakeholders, such as ministries, municipalities, universities, public institutions, the private sector (including chambers and business associations), and a network of both national and international nongovernmental organisations (NGOs).
A. Main Activities
- Liaising closely with all partners involved in the implementation of project activities, guides, and assists them through the whole implementation cycle (including the selection of beneficiaries, project progress monitoring, etc.) in an atmosphere of trust and cooperation.
- Following up on all the projects activities and figures by communicating with the partner’s staff, conducting regular field visits, and reporting them to the line manager, M&E and GAMs.
- Setting up regular meetings with implementing partners to promote exchange on project progress, to identify any obstacles in implementation, and to provide support in identifying solutions.
- Ensuring that all project activities carried out by partners are in line with Turkish law, GIZ regulations and procedures, and the do-no-harm approach and reports infringements to line manager.
- Advises the implementing Partners (IPs) of the programme in the implementation of their respective projects and the related activities
- Sharing his/her knowledge and experience with Project Management (PM) and team in the sense of lessons learned and provides input and recommendation for the further development of the project to ensure a high impact for the Syrian and Turkish beneficiaries and the implementing partners (IPs).
- Liaising with other stakeholders and partners (other GIZ projects, donors, UN agencies, etc.) to ensure coordination and prevent overlap
- Following up and guiding the beneficiaries who reach to GIZ through the hotline and/or email.
B. Required qualifications, competencies and experience
Education/Qualifications
- Bachelor’s degree is required, master’s degree is an asset.
Professional experience
- A minimum of 5 years of relevant experience in international organizations, civil society organizations.
- Experience in working sustainable economic development programs or projects will be an asset.
- Demonstrated ability to work effectively with several partners on different levels (including state partners, NGOs and private sector) in a politically sensitive, challenging, fast-paced, high-pressure and high-visibility context.
- Strong organizational skills and experience in administration.
- Knowledge of legislation and other framework conditions for Syrians under temporary protection.
- Familiarity with GIZ programming modalities (project management, and/or proposal/ business development) an asset.
Other knowledge, additional competencies
- Advanced working knowledge of ICT and computer applications (e.g. MS Office package) required.
- Dynamic self-organised with a dedicated focus on the delivery of quality services.
- Self-motivated with a proven ability to work creatively, proactively, and innovatively with limited direct supervision.
- Ability to work independently and as a member of the team, being able to cope effectively with the situation that PM and team are not in his/her work location.
- Ability to contribute to decision-making and problem-solving by advising in a context of potentially diverse interests and complex issues/problems.
- Strong resilience skills and regular travels to project partners all over Türkiye are an absolute must.
- Outstanding verbal and very good written communications skills as well as the ability to present.
- Self-starter with good initiative & multi-tasking skills who pays attention to the details, demonstrated ability to troubleshoot & resolve problems.
- Strong interpersonal skills and a sense of political and other sensitivities.
- Professional fluency in Arabic, English and upper intermediate level in Turkish is required.
