The Community-Based Local Initiatives Project (CLIP 2), co-funded by the European Union Humanitarian Aid (ECHO) and the German Federal Ministry for Economic Cooperation and Development (BMZ), is a response to the complex challenges faced by refugees and vulnerable host communities in Türkiye implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ). With Türkiye hosting the world’s largest refugee population, the need for comprehensive support services has never been more critical, especially in the wake of the Covid-19 pandemic and the devastating twin earthquakes in 2023. CLIP 2 aims to empower community-based local initiatives, particularly in underserved regions, to provide tailored services to these groups. The project focuses on four key action fields: enhancing protection and specialized support, increasing access to non-formal education, promoting social cohesion and intercultural understanding, and strengthening the capacities of local actors.
A. Main Tasks and Responsibilities:
- Responsible for assisting in the planning and implementation of the CLIP 2 communications and visibility strategies to increase the awareness of the project and its activities with implementing partners, stakeholder, the media and the public.
- Develop, manage, and implement communication strategies and guidelines within the framework of EU-funded projects.
- Ensure high visibility of the project across digital and traditional media, the internet, and at events both within and outside GIZ. Maintain close communication with the ECHO-Communication department.
- Ensure that the project and partner organizations comply with BMZ, EU, and GIZ visibility rules.
- Oversee the management of the project website, ensuring content aligns with corporate requirements.
- Manage the project’s social media accounts in accordance with the corporate social media policy.
- Develop and produce communication instruments and materials, such as briefing materials, press releases, success stories, and draft articles. Manage their dissemination across internal and external channels.
- Coordinate the translation, adaptation, and rewriting of information into different languages, overseeing the printing and dissemination of publications and audio-visual materials.
- Establish and maintain outreach to media, policymakers, and stakeholders focused on development, humanitarian aid, and/or localization.
- Monitor and analyse media coverage (traditional and social media) and produce comprehensive reports on communication results.
- Prepare and conduct communication needs assessments for implementing partners.
- Provide advice, guidance, training, and support to project and partner staff regarding communication strategies and practices.
- Manage relationships and coordinate communication-related matters with the GIZ Country Office and HQ.
- Regularly upload and manage information in the knowledge management system, including news updates and resources.
- Supervise and coordinate the work of external consultants, including graphic designers, social media managers, and content creators, ensuring quality and compliance with project standards.
- Actively participate in project meetings, providing strategic communication insights and updates.
- Facilitate the integration of innovative communication tools and platforms to enhance project visibility and stakeholder engagement.
B. Required qualifications, competences and experience:
Education/Qualifications
- Bachelor’s or Master’s degree in Public Relations, Communications, Marketing, Journalism, or related disciplines, with a preference for higher education backed by professional experience.
Professional experience
- Minimum 5 years of professional experience in communications, external relations, public affairs, or corporate communications.
- Strong skills and proven track record in drafting and editing communication materials such as press releases and speaking points in English and Turkish.
- Experience in managing social media platforms (Twitter, Facebook, Instagram, YouTube, LinkedIn) and using analytics and content management tools (Hootsuite, Brandwatch).
- Understanding of the communication landscape and frameworks of the European Union and its agencies.
- Experience in supervising and coordinating teams, including external consultants, ensuring compliance with visibility guidelines and project standards.
Other knowledge, additional competences
- Proficiency in graphic design software (Adobe Creative Cloud: Photoshop, Illustrator, InDesign, Premiere, Acrobat) is highly desirable.
- Fluency in Turkish and English, with strong written and verbal communication abilities
- Self-motivated with a capacity for proactive and creative problem-solving without direct supervision.
- Excellent communication skills, with an emphasis on effective, sensitive communication across diverse constituencies and cultures.
- Strong interpersonal skills, with the ability to work proactively and innovatively, showing a high level of integrity and accountability.
- Ability to travel across Türkiye and willingness to upskill as required by the tasks to be performed, with training measures agreed upon with management.
