1. Financing Agreements

Financial Contract Management Specialist is a key member of the Finance Department, and responsible for managing the financial aspects of grants, ensuring compliance with grant agreements and GIZ financial regulations and guidelines.

The specialist:

  • checks the incoming payment requests and financial reports from the partners in the frame of financing agreements (grant agreements and local subsidy agreements) ensuring accuracy, correctness, and completeness.
  • ensures that the grant funds are utilized effectively and in accordance with organizational and regulatory requirements.
  • prepares the payment/settlement voucher.
  • maintains related data systems and/or Excel lists.

2. Invoice checking
Financial Contract Management Specialist:

  • checks the incoming invoices for formal, factual, price and tax correctness.
  • votes and clarifies the facts in case of discrepancies.
  • prepares the vouchers for payment/settlement.
  • records the invoice verification in SAP.
  • monitors the document run.
  • substitutes in the bank and cash payment.
  • regularly monitors real accounts (liabilities, receivables) related to purchases, contracts and financing agreements and reports regularly to the projects and the management.
  • carries out invoice checking tasks using SAP and regularly prepares financial documents.
  • supports the copying, distribution, filing and archiving process.

3. General services for GIZ-assisted projects/programmes 

Financial Contract Management Specialist:

  • supports the projects in financial matters to ensure compliance with GIZ rules, regulations and standards.
  • trains office and project staff in financial matters with constant feedback after the invoice verification process

4. Other duties

Financial Contract Management Specialist:

  • reports all problems with financial administration and compliance without delay.
  • is responsible for filing in accordance with GIZ rules.
  • performs other duties and tasks at the request of management.

B. Required qualifications, competencies and experience

Education

  • University degree in Economics, Accounting, Business Administration or in a similar field.

Professional experience

  • At least 5 years of proven professional experience
  • At least 3 years of hands-on experience in the financial management of grant agreements or relevant field.

Other Knowledge, additional competencies

  • Native in Turkish, business fluent in English. German knowledge is an asset.
  • Advanced working knowledge of Information and Communication Technologies and computer applications (e.g. MS Office).
  • In-depth knowledge of and hands-on experience with various accounting software (WINPACCS, SAP).
  • Ability to handle data and information confidentially.
  • Strong organizational skills and experience in administration
  • Willingness to upskill as required by the tasks to be performed (Corresponding measures are agreed with management)
  • Ability to work under pressure and meet tight deadlines.
  • Ability to handle stressful situations appropriately.
