For our project management team in Türkiye, we are looking for a project manager with a focus on EU project acquisition and bid management.
A. Main Responsibilities
The role focuses on the acquisition of new projects (appr. 90%) as well as on the management of ongoing projects (appr.10%). This includes managing the bidding processes for the acquisition of new project orders (EU Service Contracts). In close coordination with the GIZ regional directorate, your tasks are as follows:
- Responsibility for bid processes in the region, particularly in the areas of climate, energy, and EU accession.
- Managing and coordinating the preparation of bids for project tenders from international donors (especially the EU).
- Development of proposal concepts and active key account and stakeholder management with donors, clients, partners, government agencies, and experts.
Network building and strategic cooperation with donors, clients, partners, government agencies, and experts.
- Keeping track of upcoming calls for proposals, project tenders, and funding opportunities from international donors, especially the EU
- Early, systematic market screening and trend scouting, especially for international bilateral and multilateral donors such as the EU.
- Working with the other units within the department, such as Finance and HR, to develop and achieve competitive project proposals.
- Planning, implementation, and monitoring of projects and plans; involvement and management of external and internal expertise.
- Backstopping of selected ongoing projects and monitoring of project implementation in accordance with the contractual requirements, ensuring the provision of services in quality and time. This includes financial controlling, professional communication, and high-quality reporting to the client. You will act as the contact person for the operational project team and the client/customers.
B. Required qualifications, competencies, and experience
Education
- Completed Postgraduate University degree (MA/ MSc, PhD) in a related field
Professional Experience
- At least 5 years of relevant professional experience in project acquisition and implementation in the EU tender business (EU service contracts).
- Proven procedural competence in the acquisition and implementation of EU projects.
- Knowledge of current trends and developments in the field of international cooperation as well as of political and development issues in Eastern Europe, Caucasus, Central Asia, and Turkey region is an asset.
- Prior work-related knowledge of ongoing developments, challenges, and framework conditions in the energy and climate sector in the region
Other Knowledge and Additional Competencies
- Developed commercial sense paired with reliability, integrity, an innovative spirit, and excellent communication skills as well as political sensitivity.
- Team player with the ability to work independently and the willingness to deliver results for team success.
- High analytical skills, ability to work under pressure and to make decisions in a goal-oriented and structured manner.
- Excellent user skills in common office applications.
- Business fluent in English and Turkish. Knowledge of German is an advantage.
