GOAL is working in Idleb Governate, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households.<\/p>\n<p>GOAL has been working in North Aleppo Governate since 2019, through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, as well as emergency support for recently displaced household.<\/p>\n<p>GOAL has two projects (ECHO funded LINK and PRM funded GREEN) in Turkey, LINK program targets refugees from nomadic \/ semi-nomadic backgrounds and those engaged in seasonal agricultural labor. LINK has been designed to address and mitigate protection concerns of the vulnerable \/ marginalized refugees through provision of critical information and raising their awareness on their rights, obligations and services available in Turkey, by sensitization\/advocacy (targeting key stakeholders and service providers, etc.) activities, and Individual Protection Assistance (IPA) services to enable highly vulnerable refugees to access to basic, social and protective services available under the provisions of Temporary and International Protection regulations in Turkey. On the other hand, Green program aims to improve socioeconomic inclusion, resilience and self-sufficiency of highly vulnerable\/excluded women and girls from host and refugee communities (Syrians as well as those living in program locations under the international protection regulation) including nomadic communities and seasonal agriculture workers from both communities through integrated and market driven livelihood opportunities and protection services, including language courses and vocational skills training on greenhouse production and agriculture; case management (CM)\/coaching services, establishment of a women cooperative, protection outreach, information provision and awareness raising; and provision of special needs and individual protection assistance services.<\/p>\n<p><span style=\"text-decoration: underline\"><strong>Overview \/ Objectives of the position:<\/strong><\/span><\/p>\n<p>Reporting to the Partnership Coordinator, the Partnership Officer is a key role supporting GOAL Syria\u2019s partner portfolio. With the overall aim of achieving high quality and compliant partnerships, the Partnership Officer will ensure effective sub-grants management and due diligence with partners, assisting in monitoring and evaluating GOAL partners performance, contributing to strong respectful and long-term working relations with partners.\u00a0 As part of the Partnership Department the incumbent will oversee the contractual relationship between GOAL and its partners, ensuring timely reporting to GOAL and that reports are incorporated into GOAL\u2019s reporting to donors. S\/he will also play the role as primary contact point on contractual and grants issues with partners.<\/p>\n<p><span style=\"text-decoration: underline\"><strong>Main responsibilities:<\/strong><\/span><\/p>\n<p><strong>Job Responsibility#1: New Business Development Support<\/strong><\/p>\n<p><strong>20% of Time:\u00a0<\/strong><\/p>\n<p>\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Maintain GOAL local NGO Mapping Database and ensure it is updated regularly<\/p>\n<p>\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Support the Partnership Coordinator in drafting Expressions of Interest in collaboration with relevant programme staff.<\/p>\n<p>\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Ensure partner selection process is transparent, documented and aligned with GOAL Partnership process and procedures.<\/p>\n<p>\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Coordinate with Grants Management and Program teams to collect partner inputs for new proposals, concept notes and donor grant modification requests.<\/p>\n<p>\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Ensure effective coordination and collaboration with partners to finalize new proposals, concept notes and donor grant modification request project descriptions, budgets, work plans and monitoring and evaluation plans.<\/p>\n<p>\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Assist the Partnership Coordinator in drafting sub-award agreements and follow GOAL\u2019s internal review process of all sub-award documentation and coordinate to get all necessary approvals.<\/p>\n<p>\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Support Partnership Coordinator to develop and rollout GOAL Syria partners\u2019 onboarding and off-boarding packages.<\/p>\n<p>\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Keep track of all partners\u2019 grant agreements and maintain the partners\u2019 section of the Grant\u2019s Tracker.<\/p>\n<p><strong>Job Responsibility#2:\u00a0Partner Capacity Building<\/strong><\/p>\n<p><strong>20% of Time:\u00a0<\/strong><\/p>\n<p>\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Support the Partnership Coordinator with partner Organizational Capacity Assessment (OCA) tool periodic revisions in coordination with GOAL programme, programme quality departments.<\/p>\n<p>\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Assist the Partnership Coordinator in designing capacity development plans with partners based on the OCA findings and recommendations; through workshops, technical meetings with GOAL and partner staff.<\/p>\n<p>\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Coordinate with GOAL Grants Management, Program and System teams in order to collect inputs and relevant information on partners\u2019 gaps in capacities and training needs, develop work plans and mechanism for follow up and progress reporting.<\/p>\n<p>\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Ensure partner capacity development planning is comprehensive with workplans and objectives in place as agreed upon with partners. Ensure that the implementation of partner capacity development plans are well documented.<\/p>\n<p>\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Assist the coordinator to Ensure that partner capacity development plans are combined with achievable indicators and targets to measure progress throughout the duration of the grant.<\/p>\n<p>\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Assist partners with understanding GOAL required policies and procedures as per the sub-grant agreement and best practices (procurement, financial reporting, child safeguarding, etc.)<\/p>\n<p>\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Liaise with GOAL departments including Grants, and MEAL, GESI, Safeguarding, Data Protection to identify ongoing partner priority capacity gaps and facilitate capacity-building support for partners.<\/p>\n<p>\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Support the Partnership Coordinator in ensuring that the partners&#8217; GESI, Safeguarding, Accountability policies meet the quality benchmarks by liaising with GOAL related departments.<\/p>\n<p>\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Maintain tracker on current partner policy revision dates and coordinate policy reviewal processes with relevant GOAL staff departments and partner. Ensure meeting minutes are recorded and disseminated with action points. Lead on action point follow-up with GOAL and partner focal points.<\/p>\n<p>\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Actively participate in Goal Syria Partner Task Force and Partner monthly meetings, support in taking and circulating minutes<\/p>\n<p>\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Ensure that partners\u2019 contractual reports are reviewed and internal feedback from program and MEAL teams is compiled and sent to partners in a timely manner.<\/p>\n<p>\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Liaise and cooperate with the GOAL Grants Management team and other relevant technical coordinators for creating and updating the partners\u2019 reporting templates.<\/p>\n<p><strong>Other:<\/strong><\/p>\n<p>\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Be an active participant in the Partnership Department, supporting the overall objectives and outputs of the Partnership Unit.<\/p>\n<p>\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Other duties as requested by the Partnership Coordinator<\/p>\n<p>\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Provide cover for the Partnership Coordinator in his\/her absence.<\/p>\n<p><span style=\"text-decoration: underline\"><strong>Requirements: Technical &amp; Functional skills<\/strong><\/span><\/p>\n<ul>\n<li>Turkish citizenship.<\/li>\n<li>Bachelor\u2019s degree in subject relevant to position (social science, business economics, information management, project management etc), or commensurate experience.<\/li>\n<li>2-3 years working in the NGO\u00a0 sector in humanitarian programming with local partners.
