General Description of the Programme:<\/strong><\/p>\n

GOAL an International Humanitarian Organisation has had a presence in Turkey since 2013 and has been contributing to the migrant response since 2016 with a focus on responding to needs in health service delivery, social safety nets and the protection of vulnerable and marginalised migrants in southern Turkey.<\/p>\n

GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL is working in Idleb Governate, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households.<\/p>\n

GOAL has been working in North Aleppo Governate since 2019, through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, as well as emergency support for recently displaced household.<\/p>\n

GOAL has two projects (ECHO funded LINK and PRM funded GREEN) in Turkey, LINK program targets refugees from nomadic \/ semi-nomadic backgrounds and those engaged in seasonal agricultural labor. LINK has been designed to address and mitigate protection concerns of the vulnerable \/ marginalized refugees through provision of critical information and raising their awareness on their rights, obligations and services available in Turkey, by sensitization\/advocacy (targeting key stakeholders and service providers, etc.) activities, and Individual Protection Assistance (IPA) services to enable highly vulnerable refugees to access to basic, social and protective services available under the provisions of Temporary and International Protection regulations in Turkey. On the other hand, Green program aims to improve socioeconomic inclusion, resilience and self-sufficiency of highly vulnerable\/excluded women and girls from host and refugee communities (Syrians as well as those living in program locations under the international protection regulation) including nomadic communities and seasonal agriculture workers from both communities through integrated and market driven livelihood opportunities and protection services, including language courses and vocational skills training on greenhouse production and agriculture; case management (CM)\/coaching services, establishment of a women cooperative, protection outreach, information provision and awareness raising; and provision of special needs and individual protection assistance services.<\/p>\n

Overview \/ Objectives of the position:<\/strong><\/span><\/p>\n

Reporting to the Partnership Coordinator, the Partnership Officer is a key role supporting GOAL Syria\u2019s partner portfolio. With the overall aim of achieving high quality and compliant partnerships, the Partnership Officer will ensure effective sub-grants management and due diligence with partners, assisting in monitoring and evaluating GOAL partners performance, contributing to strong respectful and long-term working relations with partners.\u00a0 As part of the Partnership Department the incumbent will oversee the contractual relationship between GOAL and its partners, ensuring timely reporting to GOAL and that reports are incorporated into GOAL\u2019s reporting to donors. S\/he will also play the role as primary contact point on contractual and grants issues with partners.<\/p>\n

Main responsibilities:<\/strong><\/span><\/p>\n

Job Responsibility#1: New Business Development Support<\/strong><\/p>\n

\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Maintain GOAL local NGO Mapping Database and ensure it is updated regularly<\/p>\n

\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Support the Partnership Coordinator in drafting Expressions of Interest in collaboration with relevant programme staff.<\/p>\n

\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Ensure partner selection process is transparent, documented and aligned with GOAL Partnership process and procedures.<\/p>\n

\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Coordinate with Grants Management and Program teams to collect partner inputs for new proposals, concept notes and donor grant modification requests.<\/p>\n

\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Ensure effective coordination and collaboration with partners to finalize new proposals, concept notes and donor grant modification request project descriptions, budgets, work plans and monitoring and evaluation plans.<\/p>\n

\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Assist the Partnership Coordinator in drafting sub-award agreements and follow GOAL\u2019s internal review process of all sub-award documentation and coordinate to get all necessary approvals.<\/p>\n

\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Support Partnership Coordinator to develop and rollout GOAL Syria partners\u2019 onboarding and off-boarding packages.<\/p>\n

\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Keep track of all partners\u2019 grant agreements and maintain the partners\u2019 section of the Grant\u2019s Tracker.<\/p>\n

Job Responsibility#2:\u00a0Partner Capacity Building<\/strong><\/p>\n

20% of Time:\u00a0<\/strong><\/p>\n

\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Support the Partnership Coordinator with partner Organizational Capacity Assessment (OCA) tool periodic revisions in coordination with GOAL programme, programme quality departments.<\/p>\n

\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Assist the Partnership Coordinator in designing capacity development plans with partners based on the OCA findings and recommendations; through workshops, technical meetings with GOAL and partner staff.<\/p>\n

\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Coordinate with GOAL Grants Management, Program and System teams in order to collect inputs and relevant information on partners\u2019 gaps in capacities and training needs, develop work plans and mechanism for follow up and progress reporting.<\/p>\n

\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Ensure partner capacity development planning is comprehensive with workplans and objectives in place as agreed upon with partners. Ensure that the implementation of partner capacity development plans are well documented.<\/p>\n

\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Assist the coordinator to Ensure that partner capacity development plans are combined with achievable indicators and targets to measure progress throughout the duration of the grant.<\/p>\n

\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Assist partners with understanding GOAL required policies and procedures as per the sub-grant agreement and best practices (procurement, financial reporting, child safeguarding, etc.)<\/p>\n

\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Liaise with GOAL departments including Grants, and MEAL, GESI, Safeguarding, Data Protection to identify ongoing partner priority capacity gaps and facilitate capacity-building support for partners.<\/p>\n

\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Support the Partnership Coordinator in ensuring that the partners’ GESI, Safeguarding, Accountability policies meet the quality benchmarks by liaising with GOAL related departments.<\/p>\n

\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Maintain tracker on current partner policy revision dates and coordinate policy reviewal processes with relevant GOAL staff departments and partner. Coordinate feedback to partners on the reviewal process and revisions.<\/p>\n

Job Responsibility #3:\u00a0 Partnership Management and Performance Monitoring & Evaluation<\/strong><\/p>\n

\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Support GOAL Partnership Coordinator in developing and implementing a two-way partnership evaluation process and evaluation framework in collaboration with other GOAL cross-cutting technical areas (Gender Equality and Social Inclusion, Protection, Accountability and Data Protection.<\/p>\n

\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Organize regular meetings to review GOAL and partner performance within the framework; lead on formulation of joint action plans to address issues and follow up on action plan implementation with relevant partners and GOAL staff.<\/p>\n

\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Assist the Partnership Coordinator in reporting to the Programme Quality Management on partnership performance; ensure that any critical concerns are flagged in a timely manner.<\/p>\n

\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Collaborating with the Partnership Coordinator and MIS team on managing and updating the partner dashboards.<\/p>\n

\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Support Partnership Coordinator to develop and rollout GOAL Syria partners\u2019 onboarding and off-boarding packages.<\/p>\n

\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Contributing to the due diligence process with GOAL current and new partners.<\/p>\n

Job Responsibility #4:\u00a0 Partner Reporting, Coordination and Communications<\/strong><\/p>\n

30% of Time:<\/strong><\/p>\n

\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Support and contribute when required to the agenda and materials for partner grant opening meetings, in coordination with support functions and program staff, to ensure projects start with clear expectations of both parties.<\/p>\n

\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Support the communication with GOAL partners, and with all GOAL relevant departments for partnership related issues pertaining to performance monitoring including but not limited to indicators performance, objectives and status of action plans.<\/p>\n

\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Ensure that partner communication matrix is developed, rolled out and disseminated amongst GOAL and partner focal points to facilitate understanding of available focal points and communication channels, and how to access them.<\/p>\n

\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Participate and lead when required, Partner Management Team meetings with GOAL and Partner focal points. Ensure meeting minutes are recorded and disseminated with action points. Lead on action point follow-up with GOAL and partner focal points.<\/p>\n

\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Actively participate in Goal Syria Partner Task Force and Partner monthly meetings, support in taking and circulating minutes<\/p>\n

\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Ensure that partners\u2019 contractual reports are reviewed and internal feedback from program and MEAL teams is compiled and sent to partners in a timely manner.<\/p>\n

\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Liaise and cooperate with the GOAL Grants Management team and other relevant technical coordinators for creating and updating the partners\u2019 reporting templates.<\/p>\n

Other:<\/strong><\/p>\n

\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Be an active participant in the Partnership Department, supporting the overall objectives and outputs of the Partnership Unit.<\/p>\n

\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Other duties as requested by the Partnership Coordinator<\/p>\n
