General Description of the Programme:<\/strong><\/p>\n

GOAL an International Humanitarian Organisation has had a presence in Turkey since 2013 and has been contributing to the migrant response since 2016 with a focus on responding to needs in health service delivery, social safety nets and the protection of vulnerable and marginalised migrants in southern Turkey.<\/p>\n

GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL is working in Idleb Governate, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households.<\/p>\n

GOAL has been working in North Aleppo Governate since 2019, through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, as well as emergency support for recently displaced household.<\/p>\n

GOAL has two projects (ECHO funded LINK and Irish Aid) in T\u00fcrkiye, LINK program targets refugees from nomadic \/ semi-nomadic backgrounds and those engaged in seasonal agricultural labour. LINK has been designed to address and mitigate protection concerns of the vulnerable \/ marginalized refugees through provision of critical information and raising their awareness on their rights, obligations and services available in T\u00fcrkiye, by sensitization\/capacity building (targeting key stakeholders and service providers, etc.) activities, and Case Management (CM) and Individual Protection Assistance (IPA) services to enable highly vulnerable refugees to access to basic, social and protective services available under the provisions of Temporary and International Protection regulations in T\u00fcrkiye. On the other hand, Irish Aid grant is targeting earthquake survivors and providing humanitarian assistance to affected families.<\/p>\n

Position Summary<\/strong><\/p>\n

Line managed and supervised by the Protection Team Leader, the position holder will be working in close collaboration with LINK team operating in respective program location, particularly for case management and engaging the community to be involved in project activities based in Gaziantep province. Mainly, she\/he will be responsible for case management, awareness raising activities and involving the community as target group of LINK project besides the other project activities that supervisor requires in the line within per GOAL\u2019s respective SOPs and Guidelines. Position holder needs to contribute to team coordination, ensuring adherence to technical quality standards and who has experience in community engagement who plays a key part in fostering positive relationships and ensuring the successful delivery of services to vulnerable communities.<\/p>\n

Duties, objectives, and competencies<\/strong><\/p>\n

\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Support GOAL teams to design and deliver culturally appropriate and competent practices to host\/refugee community members specially refugees from the Dom, Abdal and nomadic\/semi-nomadic groups and seasonal agricultural workers in the SE region.<\/p>\n

\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Work with refugees and community leaders from Doms, Abdal and other nomadic\/semi-nomadic groups and seasonal agricultural workers to identify and utilize community spaces where groups activities can be organized.<\/p>\n

\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Follow up and record important community days and events of Dom, Abdal and other nomadic\/semi-nomadic groups and seasonal agricultural workers (both from refugee and host communities) and participate in community events and activities organized by these communities.<\/p>\n

\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Provision of case assessment to determine eligibility and plan the needed assistance; and service delivery, including accompaniment, information counselling, in kind aid delivery, etc. following a thorough protection risk analysis and case planning to beneficiaries on daily basis at the field and GOAL\u2019s SSC.<\/p>\n

\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Plan and implement CM activities with the following steps: intake and registration, assessment, case planning, implementation, follow up and case closure.<\/p>\n

\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Accompany beneficiaries as needed and support them to access essential services.<\/p>\n

\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Information provision and assist beneficiaries about GOAL services and schedules upon completion of relevant forms\/needs assessment.<\/p>\n

\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Ensure to record registered cases in the database on time and as required with quality and following up on referred cases and keep record on outcomes, update the information as necessary and ensure that progress is updated in the database consistently and completely.<\/p>\n

\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Being responsible with the community focal points to evolve strong relationship with nomadic, semi-nomadic groups and conducting awareness raising activities both in GOAL\u2019s Social Support Centre and in the field.<\/p>\n

\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Having\/building good healthy relationship with GOAL targeting communities<\/p>\n

\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Work closely with community statutory services officers, social services staff, and protection legal counsellors for appropriate actions for the clients when needed.<\/p>\n

\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Encourage and facilitate participation of beneficiaries in the planning, delivery, and evaluation of activities and services provided.<\/p>\n

\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Ensure that protection activities are compliant with GOAL accountability principles and general protection and case management principles.<\/p>\n

\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Ensure that all data for project activities thoroughly documented and stored with due consideration of confidentiality and data protection principles.<\/p>\n

\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Ensure respective Means of Verification (MoVs) and hard copy files as to program activities (CM, Protection Outreach, Awareness Raising, etc) are issued \/ collected, filed, and stored at a timely fashion and as requested as per program\u2019s MEAL Plan.<\/p>\n

\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Report to Protection Team Leader at requested frequency and any other duties related to the job as directed by the supervisor, including in person and written translation.<\/p>\n

Requirements (essential)<\/strong><\/p>\n

\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Fluent in Arabic and Turkish, Kurdish language is an advantage.<\/p>\n

\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Work experience on Case Management, outreach activities and information awareness raising sessions on various subjects, including protection risks and access to services and social assistance to target groups.<\/p>\n

\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Demonstrated understanding of issues affecting Roma, Dom, Abdal and other nomadic\/semi-nomadic and sessional agricultural workers, earthquake affected refugee\/host community members.<\/p>\n

\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 University degree in related field (e.g., social work, sociology, international relations, law, psychology, and other relevant disciplines) and\/or 1-2 years\u2019 work experience in I\/NGOs in similar positions (in paid or voluntary capacity) preferably in Southeast of Turkey.<\/p>\n

\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Demonstrated ability to effectively engage and communicate sensitively with GOAL targeted population.<\/p>\n
