General Description of the Programme:<\/p>\n
GOAL an International Humanitarian Organisation has had a presence in Turkey since 2013 and has been contributing to the migrant response since 2016 with a focus on responding to needs in health service delivery, social safety nets and the protection of vulnerable and marginalised migrants in southern Turkey.<\/p>\n
GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL is working in Idleb Governate, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households.<\/p>\n

GOAL has two projects (ECHO funded LINK and PRM funded GREEN) in Turkey, LINK program targets refugees from nomadic \/ semi-nomadic backgrounds and those engaged in seasonal agricultural labour. LINK has been designed to address and mitigate protection concerns of the vulnerable \/ marginalized refugees through provision of critical information and raising their awareness on their rights, obligations and services available in Turkey, by sensitization\/advocacy (targeting key stakeholders and service providers, etc.) activities, and Individual Protection Assistance (IPA) services to enable highly vulnerable refugees to access to basic, social and protective services available under the provisions of Temporary and International Protection regulations in Turkey. On the other hand, Green program aims to improve socioeconomic inclusion, resilience and self-sufficiency of highly vulnerable\/excluded women and girls from host and refugee communities (Syrians as well as those living in program locations under the international protection regulation) including nomadic communities and seasonal agriculture workers from both communities through integrated and market driven livelihood opportunities and protection services, including language courses and vocational skills training on greenhouse production and agriculture; case management (CM)\/coaching services, establishment of a women cooperative, protection outreach, information provision and awareness raising; and provision of special needs and individual protection assistance services.<\/p>\n
Job purpose:<\/p>\n
Under the supervision of the Markets Manager, the Markets Officer will be responsible for supporting the planning, implementation, tracking, and reporting on regular market related activities that support the implementation of GOAL\u2019s food voucher and regular MPCA programme. The Markets Officer will work closely with other departments to ensure that the necessary support for activities is in place.<\/p>\n

Program Planning and Implementation:<\/p>\n
Participate in development of annual Detailed Implementation Plans (DIP).
\nDevelop weekly and monthly activities plans in line with the annual DIP, and in coordination with other members of the Markets team, CVA (Cash & Voucher assistance) team and other departments.
\nCoordinate the implementation of market activities according to relevant plans including but not limited to market monitoring, market assessments, expansion of markets, onboarding of vendors.
\nTrack progress against weekly, monthly, and annual plans. Provide accurate and timely updates and reports as needed. Identify challenges and propose solutions to ensure timely and effective implementation of activities.
\nSupport coordination with MEL staff to plan, implement, analyse, and review the results of PDMs and other relevant monitoring data monthly basis.
\nSupport beneficiary accountability and participatory approaches throughout the program cycle.
\nParticipate in the design of initiatives to monitor or strengthen program quality, including assessments.
\nCarry out regular team meetings to review data and carry out analysis of market related data, sharing the results with the markets & CVA team as needed
\nContribute to the developed and review of all Guidelines, SOPs, and other key programme documents in coordination with Markets Manager and Markets Coordinator
\nCarry out monthly analysis and study of SMEB prices and contribute to defining the accurate voucher value in line with the prices\u2019 fluctuation.
\nCreating innovative trackers and dashboards to reflect the Markets status and facilitate accessibility to the markets\u2019 figures and statistics.
\nSupport any other markets-related activities within the approach of the department\u2019s expansion and growth.<\/p>\n
Documentation and Reporting:<\/p>\n
Support the program team in ensuring a secure and organized filing system and archive for vendor assessments, contracting, monitoring and other required documentation. Where necessary, cross check paper-based information with electronic ledgers and reports to ensure accurate reporting.
\nMaintain files and archives of voucher & cash program support documentation, including price monitoring, sales record information, and vendor support.
\nSupport basic analysis of program support documentation.<\/p>\n
Administrative Support:<\/p>\n
Submit and follow up on requests for support from market teams, including procurement and supply chain logistics.
\nSupport translation of documents between English and Arabic.
\nRecord and promptly disseminate minutes for partner, staff, and other meetings.
\nSchedule and organize and\/or assist in activities such as meetings, conferences, trainings, and workshops for project staff.<\/p>\n
Requirements: Essential<\/p>\n
Bachelor\u2019s degree qualification in food security, nutrition, science, economics, business management or any other relevant field
\nAt least 2 years\u2019 experience in a comparable position or internship, preferably with experience in Syrian context
\nExcellent written and oral communication skills in English and Arabic and competency of translation from English to Arabic and vice versa.
\nCapacity to work closely with and support local Syrian and Turkish partners.
\nExcellent organization skills and self-directed.
\nEager to learn new GOAL processes and procedures.
\nDemonstrated qualities of oral and written communication skills, culturally sensitive, and the ability to work with people of all faiths, good judgment, a team player, and commitment to agency\u2019s mission.
\nAdvanced data analysis skills, fully capable with Microsoft Office (MS Word, Excel and PPT, Power BI, Power Query)
\nExcellent interpersonal communication skills and relationship builder.<\/p>\n
