General Description of the Programme:<\/strong><\/p>\n

GOAL an International Humanitarian Organisation has had a presence in Turkey since 2013 and has been contributing to the migrant response since 2016 with a focus on responding to needs in health service delivery, social safety nets and the protection of vulnerable and marginalised migrants in southern Turkey.<\/p>\n

GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL is working in Idleb Governate, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households.<\/p>\n

GOAL has been working in North Aleppo Governate since 2019, through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, as well as emergency support for recently displaced household.<\/p>\n

GOAL has two projects (ECHO funded LINK and PRM funded GREEN) in Turkey, LINK program targets refugees from nomadic \/ semi-nomadic backgrounds and those engaged in seasonal agricultural labor. LINK has been designed to address and mitigate protection concerns of the vulnerable \/ marginalized refugees through provision of critical information and raising their awareness on their rights, obligations and services available in Turkey, by sensitization\/advocacy (targeting key stakeholders and service providers, etc.) activities, and Individual Protection Assistance (IPA) services to enable highly vulnerable refugees to access to basic, social and protective services available under the provisions of Temporary and International Protection regulations in Turkey. On the other hand, Green program aims to improve socioeconomic inclusion, resilience and self-sufficiency of highly vulnerable\/excluded women and girls from host and refugee communities (Syrians as well as those living in program locations under the international protection regulation) including nomadic communities and seasonal agriculture workers from both communities through integrated and market driven livelihood opportunities and protection services, including language courses and vocational skills training on greenhouse production and agriculture; case management (CM)\/coaching services, establishment of a women cooperative, protection outreach, information provision and awareness raising; and provision of special needs and individual protection assistance services.<\/p>\n

General Description of the Role:<\/strong><\/p>\n

The role is based in GOAL\u2019s office in Mersin, Turkey, with some visits to GOAL\u2019s field sites in Syria, if the security situation permits and such visits are required to fulfill these duties.<\/p>\n

This role can be split below:<\/strong><\/p>\n

To ensure that GOAL policies and procedures in relation to finance are adhered to in relation to the management of cash and bank in Adana.<\/p>\n

This function of this position is to support the Mersin office in the management of cash and bank in line with all GOAL policies, donor regulations and Turkish Law. The Finance Officer (FO), under the supervision of the AFC Operations will be responsible for:<\/p>\n

Duties, objectives and competencies:<\/strong><\/p>\n

\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Processing payments to ensure that they all comply with the relevant National laws, donor regulations and GOAL policies,<\/p>\n

\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Updating of hard and softcopy for cashbook and bankbook in Mersin in relation to the above payments ,<\/p>\n

\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Ensure that all supporting documents are properly scanned,<\/p>\n

\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Ensure all PRFs and supporting documentation are properly filed and kept in a safe place,<\/p>\n

\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Following up on all missing vendor receipts and attaching them to their respective,<\/p>\n

\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Management of a cashbox,<\/p>\n

\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Weekly cash counts,<\/p>\n

\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Production of the month end pack related to Mersin Cashbooks and Bankbooks that needs to be submitted to AFC\/FD as both hard and soft copy on the first day of the calendar month following month end,<\/p>\n

\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Requesting petty cash when required for Mersin Office,<\/p>\n

\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Trips to the bank to collect money and other banking administration,<\/p>\n

\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Prepare and follow up on Bank letters,<\/p>\n

\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Bank-letter tracker to be updated on a daily basis,<\/p>\n

\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Support in preparation of documentation to facilitate donor, internal and external audits,<\/p>\n

\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Support in finance facilitation for any internal \/ external audits;<\/p>\n

\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Support in preparation of documentation to facilitate donor, internal and external audits,<\/p>\n

\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Support in finance facilitation for any internal \/ external audits;<\/p>\n

These duties need to be undertaken to ensure compliance with all GOAL Syria SOP and manuals with which the FO should be familiar. These include but are not limited to:<\/p>\n

Requirements (essential):<\/strong><\/p>\n

\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Turkish citizenship.<\/p>\n

\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 A minimum of bachelor\u2019s degree in a related field.<\/p>\n

\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Minimum of two years of related work experience in administration, finance\/audit.<\/p>\n

\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Ideally a recognized professional accountancy qualification with experience of audit procedures as well as good attention to detail.<\/p>\n

\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Proven experience working on projects funded by institutional donors such as BHA OFDA, DfiD, ECHO, etc.<\/p>\n

\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Excellent verbal and written communication skills in Turkish and English and\/or Arabic.<\/p>\n

\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Be able to maintain respectful and effective communications and relationships with management and staff of areas under review.<\/p>\n
